The National Prosecutor Patricia Benavides, today opened a preliminary investigation against President Dina Boluarte, Prime Minister Alberto Otárola, his predecessor Pedro Angulo; and against other ministers for the deaths registered during the violent protests of December 2022 and January of this year.
César Cervantes, who was Minister of the Interior in the Angulo cabinet, has been included in the investigation. In that period, Otárola was the Minister of Defense. Also included were the current holders of Defense, Jorge Chávez Cresta; and of the Interior, Víctor Rojas.
The crimes they are accused of are genocide, qualified homicide and serious injuries.
In December, after the coup perpetrated by Pedro Castillo, up to 27 deaths were recorded as a result of the confrontation between protesters and law enforcement in different regions of the country.
Yesterday, 18 people died from the same causes in Puno alone. One of them was the non-commissioned officer PNP Luis Soncco, who was burned alive in his patrol.

“There is already an open investigation of preliminary proceedings of the events that occurred in December and today we are making the decision to open a new tax folder,” Patricia Benavides told the press.
This measure is added to the preliminary proceedings taken by the prosecutor against the premier Alberto Otárola and the president for the death of 28 civilians in the demonstrations held in December last year.
In addition, he indicated that the legal necropties were being carried out on the bodies of those who died during the demonstrations and that so far there are no results.
