According to the statement from the Attorney General’s Office, the constitutional complaint was filed against Luis Arce Córdova for two crimes: specific passive bribery and influence peddling for three facts. The first is because he would have accepted an order César Hinostroza Pariachi to favor a mayor of the Carmen de la Legua district so that he can set a vacancy date against a deputy mayor and issue a favorable ruling in exchange for being favored at any time by Hinostroza.

The second fact that the Public Ministry attributes to Luis Arce occurred when he was a member of the National Election Jury (JNE) and allegedly promised Hinostroza Pariachi to intercede with the senior officials of the Directorate of the National Registry of Political Organizations (ROP) to favor the former secretary of the political party ‘Unión por el Perú’ to change the organization’s symbol. Luis Arce Córdova: JNJ dismissed former supreme prosecutor as a member of the JNE
In June 2022, the Plenary Session of the National Board of Justice (JNJ) resolved to dismiss Luis Arce Córdova as the titular representative of the Public Ministry in the National Election Jury (JNE) for having resigned from his position, despite the fact that the law prohibits it.
