According to the statement from the Attorney General’s Office, the constitutional complaint was filed against Luis Arce Córdova for two crimes: specific passive bribery and influence peddling for three facts. The first is because he would have accepted an order César Hinostroza Pariachi to favor a mayor of the Carmen de la Legua district so that he can set a vacancy date against a deputy mayor and issue a favorable ruling in exchange for being favored at any time by Hinostroza.

The second fact that the Public Ministry attributes to Luis Arce occurred when he was a member of the National Election Jury (JNE) and allegedly promised Hinostroza Pariachi to intercede with the senior officials of the Directorate of the National Registry of Political Organizations (ROP) to favor the former secretary of the political party ‘Unión por el Perú’ to change the organization’s symbol.
