Aniceto Argüelles Loayzaa prominent businessman who has won million-dollar contracts for the waste collection and disposal service in several districts of Lima and Chalacos, has already accepted before the judicial authority having organized illegal payments to Judge Roxana Becerra Urbina so that she could issue a ruling in his benefit.

Argüelles’ purpose was for Judge Becerra to issue a ruling in favor of the former president of the community of Quipán, Canta (Lima), Abel Mosquera Ortíz. Argüelles’ plan was to build a landfill on said propertyin order to thus surpass its competitors in the field of garbage collection. The substance of the accusation
In 2019, the prosecutor specializing in crimes of corruption of officials, Leidy Cherrepano Collantes, finally took on the case. At the time of supporting the case before the corresponding court, prosecutor Cherrepano pointed out that according to the interceptions, contacts were detected between magistrate Roxana Becerra and the intermediary Silvio Muñoz, and between him and the businessman Aniceto Argüelles.
