Pronasci is resumed with a focus on reducing feminicides

All forms of violence against women, especially against black women, increased in Brazil last year, reveals search of the Brazilian Public Security Forum. Pronasci coordinator, Tamires Sampaio, spoke about strengthening the structure to combat femicide in the country in an interview with the program Brazil on agendawhich airs this Sunday (19), on TV Brazil.

“Every six hours, a woman is murdered in Brazil. This is the result of a process of lack of investment and the breakdown of policies to confront and prevent violence, and we, from Pronasci, in partnership with the Ministry of Women, are resuming investment, and resuming this as a priority” , highlighted Tamires Sampaio during the interview.

Restructuring

Pronasci was relaunched last Wednesday (15), at the Planalto Palace, in the presence of President Luiz Inácio Lula da Silva. At the ceremony, 270 vehicles from the Maria da Penha patrols were delivered, based on an investment of R$ 34 million. The expectation is that the total number of vehicles will reach 500 by the end of the year.

The government also announced the construction of 40 units of Casa da Mulher, an institution that supports women victims of domestic violence. Around BRL 344 million, from the National Public Security Fund, will be allocated to the construction of the units, which should be delivered by the end of 2024.

Created in 2007, during Lula’s second presidential term, Pronasci, now relaunched, underwent restructuring. “Pronasci had, a priori, 95 actions, which involved coordination in various areas of public policy production. When you have 95 priorities, you end up not focusing on what is really important to build,” said Tamires.

He explained that, in the restructuring, five priority axes of action were instituted, each one with a set of policies and actions combined in the secretariats of the Ministry of Justice, but also in partnership with the other ministries so that, in a work with the states and municipalities, ensure that policies reach the places where they need to be implemented.

The axes that will guide the work in the new structure of the program are: prevention and confrontation of violence against women; promotion of public security policies with citizenship (with a focus on more vulnerable territories and with high levels of violence); promotion of citizenship policies (focused on work and formal and professional education for prisoners and ex-prisoners); support for victims of crime; and, finally, the fight against structural racism and all the crimes derived from it.

“Pronasci is a program that brings a new paradigm to public security, builds the notion of security from the fight against inequality [e] from the guarantee of rights. It has the importance of strengthening the security forces, equipment, training security agents, which are fundamental, but it also has the perspective of promoting culture, sports, housing and job creation, and understands how much it is It is through the set of public policies that security is actually built in the country”, added Tamires.

The coordinator of Pronasci also emphasized the importance of full citizenship in guaranteeing security. “We can have vehicles on every street in the country, expand the police force in every city, arm the entire population, but if people remain unemployed, if they don’t have access to healthy food every day, if they don’t have access to to education, culture, sports and leisure and mobility, if their fundamental rights and guarantees are not actually being fulfilled, if they do not have access to full citizenship, the problem of insecurity will continue in the country.”

“Sometimes your zip code [Código de Endereçamento Postal], [que revela] where you live, the color of your skin determine whether or not you have access to certain policies that should be universal”, added Tamires.
