Around 2.5 million people registered in the Single Registry (CadÚnico) formalized themselves as individual microentrepreneurs (MEI) after registering in the program’s database. The conclusion is from a survey by the Brazilian Micro and Small Business Support Service (Sebrae), in partnership with the Ministry of Development and Social Assistance, Family and Fight Against Hunger (MDS). The number represents 55% of the MEI included in CadÚnico.
The Single Registry for social programs identifies and characterizes low-income families in the country. It is the government’s main instrument for the selection and inclusion of low-income families in federal programs, such as Bolsa Família, Pé-de-Meia, the Social Electricity Tariff, the Minha Casa Minha Vida Program, among others.
The study shows that CadÚnico has contributed to the productive insertion and autonomy of beneficiaries of federal government social programs. Among the 95.3 million registered people, 4.6 million are MEI, and more than a third (34.1%) have already received assistance from Sebrae between January 2020 and July this year.
The data indicates that entrepreneurs supported by Sebrae present better results: 78.9% of companies in this group are active, compared to 61.5% among those that did not receive support from the institution.
According to the survey, the majority of MEIs registered with CadÚnico operate in the services sector (53.1%), followed by commerce (26.5%), industry (10.1%), construction (9.7%) and agriculture (0.5%). Among microentrepreneurs at the base, 41.7% receive Bolsa Família and 6.4% the Continuous Payment Benefit (BPC). The states with the highest percentage of MEIs registered with CadÚnico are Amazonas (56.3%), Acre (54.8%) and Piauí (54.6%).
Partnership
The survey is part of the actions of the Technical Cooperation Agreement (ACT) signed between Sebrae and MDS in 2023. The objective is to promote the integration of public policies aimed at productive inclusion and income generation for families in vulnerable situations.
The agreement provides for the sharing of information from CadÚnico and the Bolsa Família Program for the development of studies and research on small businesses, contributing to the improvement of public policies aimed at the sector.
