Lawyer Larry Devoe accumulates seven positions in various public institutions, the last two as part of the supervisory boards of Sunacrip and CVG, two companies in the eye of corruption plots. Rotating officials in high-level public positions has been one of the premises of the ruling party since the time of Hugo Chávez, an issue that became more acute in the management of Nicolás Maduro. But if it’s about accumulating charges, Larry Devoe should be in the first places.
Larry Daniel Devoe Márquez graduated in 2001 from the Andrés Bello Catholic University (UCAB) Law School, where he also specialized in Criminal and Criminological Sciences. He also has a master’s degree in Democracy, Human Rights and the Rule of Law in Latin America from the University of Alcalá de Henares (Spain).
His career within the public administration began in the Ombudsman’s Office, during the administration of Germán Mundaraín, the same year he graduated. He was hired as Ombudsman II and remained in the position until May 2005. A month later, he was appointed Head of the Citizen Service Division at the National Telecommunications Commission, where he remained until 2007.
One of the characteristics of Devoe is that it has not been kept out of work for a long time. Upon leaving Conatel, he was appointed by the Ministry of Foreign Affairs as Venezuela’s legal adviser and alternate agent at the Inter-American Commission on Human Rights (IACHR), where he remained until 2009.

For Devoe, no topic is too far from his knowledge not to participate. A while representing in Geneva to deliver a report to the Committee on the Rights of the Child, another moment discussing the DESC pact (Economic, Social and Cultural Rights), alleging for the State to defend itself against the Vista Hermosa massacre or for extrajudicial executions and torture against Venezuelans (Jimmy Guerrero case), but always in the ointment as an international agent.

That did not stop him while he was in charge of the Office of the Ombudsman’s Legal Services, to which he returned in August 2010.
The higher the experience, the higher the charges and rewards. Devoe knows that well. In May 2014, Vice President Jorge Arreaza removed him from the Ombudsman’s Office and entrusted him with the executive secretary of the National Human Rights Council, a position that no one has succeeded in taking from him to date.
Not only did he start to charge for the Vice Presidency as a legal consultant in 2015, but he was adding positions, and salaries?, again in the Ministry of Foreign Affairs, by being part of the International Human Rights System as an agent.
As of 2020, Larry Devoe’s presence within the government increased, never in the center of the spotlight, except in temperate Geneva, but as a companion of power. A reliable file in negotiation processes, either with the Venezuelan opposition or with the Essequibo, company restructuring and even bank management.
Only this year and in less than a month, after the corruption scandals that involved several state companies and cost Tareck El Aissami his ministerial post, the lawyer was given a new boost of confidence: being on the restructuring and intervention boards of the National Superintendency of Cryptoactives and the Venezuelan Corporation of Guayana.
In total, Larry Devoe holds seven positions simultaneously. Time to sleep? We don’t know if you have those workloads. The benefits? Nor do we rule out that he collects them all, but if we are clear about one thing, it is that within the madurismo there are few officials with as much influence as he.
