The Minister of the National Anti-Drug Secretariat (Senad), Zully Rolon, consented that anti-drug chiefs carry out a “vaquita” for an important work, although until now it is unknown who the contributors were. The institution did not explain the “phantom financiers” who gave the G. 500 million used for the construction of the Regional Office of the Senad in the town of Salto del Guairá, department of Canindeyú.

The new anti-drug base in the border area was inaugurated on July 15 with the presence of Rolón, the Vice President of the Republic, Hugo Velázquez, other authorities and special agents. The one who was supposedly in charge of carrying out the fundraising operation was Special Agent Martín Vera, head of the Salto del Guairá unit.

“I want to congratulate, as we just did, the agent martin vera, head of this regional center who from the first minute I told him about the desire to carry out this construction said yes, without hesitation. He carried all the supervision on his shoulders, fighting with the resources we had, doing the job that today is a reality in the best way and even more so that at the same time we contributed to giving work to several places”, said Rolón during the opening ceremony.

However, nothing is known about the origin of the money for the construction of a public work, which also did not have a bidding process on the website of the National Directorate of Public Contracts.

During the act, AE Vera thanked the cooperation of institutions such as the National Electricity Administration (Ande) and the National Secretariat for the Administration of Seized and Forfeited Assets (Senabico), however, these institutions clarified that they did not allocate funds for construction.

The collaboration that was carried out from the Ande is the management of lowering the electrical connection to the property, while from Senabico they lent furniture and appliances for a period of one year.

According to the delivery certificate of July 11, 2022, Senabico delivered to the Salto del Guairá Regional Office five televisions, a sofa, a set of tables with armchairs, two armchairs, a grill “mbopi”, a refrigerator, a clothes dryer, a freezer, and other kitchen items.

In addition, the specific agreement No. 19/2022 signed between the ministers Zully Rolón (Senad) and Teresa Rojas (Senabico) establishes that the assets delivered as provisional use for the new base have a total value of G. 49,836,000, and the obligation on the part of the Anti-Drug Secretariat to return the goods in similar conditions to what was received once the term of the agreement has expired was highlighted.
