While the country faces a wave of criminality that hits citizens more and more force, the Ministry of Interior seems to have focused its priorities in the well -being of its administrative staff rather than in the security of Peruvians. Instead of strengthening the National Police with equipment and resources, more than S/1.8 million has been allocated in services outside the fight against crime, such as recreational workshops, sporting events, Coffee Breaks and even a gym with exclusive personal coach for office workers.
‘Fourth Power’ investigation revealed that much of the ministerial budget has been aimed at strengthening the comfort of administrative workers, with hiring and purchases that include institutional merchandising, internal sports tournaments and communication services aimed at improving the image of the holder of the sector. In parallel, they annulled the acquisition of bulletproof vests for the police, despite the fact that the crime figures continue on the rise and the police face the crime without the necessary minimum resources.

What did the Mininter spent more than 1.8 million soles?
Between January 2024 and March 2025, the Ministry of Interior (Mininter) executed a series of hiring and purchases for an amount greater than S/1.8 million, mostly destined for internal benefits, recreational activities, promotional items and communication services. This investment was made in a period marked by the increase in crime and the growing citizen demand for a better equipped police.
One of the most striking items is the payment of more than S/1 million for services of photographers, cameramen and communicators, mainly oriented to strengthen the image of the Minister of the Interior and the institution. To this are added expenses such as the hiring of an exclusive gym instructor for administrative workers, for a service that does not include patrol police, as well as S/41,000 for useful vacation workshops for the children of the staff.
S/73,000 were also invested in institutional merchandising – such as pencils, blocks and agendas with the Ministry logo— and S/174.618 in Coffee Break Services (Café and Sandwiches) for internal events, including seminars and integration workshops. For the organization of the Mininter Cup, an internal sports championship, external suppliers were hired for S/15,700.
In addition, commemorative medals were acquired for more than S/40,000, used in recognition ceremonies, and furniture purchases such as a bed for the ministerial office, a closet for the General Secretariat, microwave ovens and air conditioning systems were recorded. According to state hiring experts, many of these acquisitions respond more to image and comfort interests than to the true needs of the National Police.
