Private Economic Zones will guarantee investments

It is urgent that Congress approve the law that creates the special tax and customs regime for the Special Private Economic Zones (ZEEP), with the purpose of guaranteeing the private investments. The initiative was debated yesterday, but it was put to an intermediate stage at the proposal of some legislators, despite the need for the rule.

Currently, in Peru there are Special Economic Zones (SEZ), which are spaces located in the national territory, which constitute an important tool for attracting private investment and serve for the development of productive activities and services with emphasis on foreign trade.

According to the Ministry of Foreign Trade and Tourism (Mincetur), there are four SEZs in operation, including Zofratacna, ZED Paita, ZED Ilo and ZED Matarani.

Unlike the SEZ, the strategically delimited SEZs will allow the development of industrial, commercial, logistics and service activities, under a unique and special regime. In addition, they will have a period of 20 years and will be managed by private entities, guaranteeing their connection with the main transportation routes and regional productive centers.

The Legislative proposal indicates, among other things, that the operators or users of the ZEEP will enjoy an income tax rate of 15% for a period of 30 years, but to do so they must meet certain requirements such as employing qualified workers and an appropriate number.

To obtain the benefit they must also commit to making a minimum investment of 8,000 UIT. “This amount must be used for the acquisition of new fixed assets or their construction or production, which are used exclusively in the execution of economic activities, within a period of four years from the date on which it is subscribed. the contract with the private operator, in accordance with what the regulations establish,” the document reads.

The 30 years can be extended for six additional years if the operators, by the fifth year from the beginning of their work, provide at least 70% of their authorized surface with clean energy supply and water and solid waste management.

In this regard, the institutional director of the Lima Chamber of Commerce, Carlos Posada, pointed out that this initiative will allow increased productivity, productive diversification and improve the capacity to generate innovation and new industries for the future.

Meanwhile, the general manager of the National Society of Industries (SNI), Antonio Castillo, highlighted the importance of promoting ZEEPs so that Peru competes with countries such as Chile, Uruguay and Central American economies.

Likewise, he pointed out that the first SEZ can be created in Chancay, taking advantage of the presence of the new port. The same, he pointed out, can happen in Callao.
