President vetoes Paulo Gustavo Law, which earmarked resources for culture

The President of the Republic, Jair Bolsonaro, vetoed today (6) the Complementary Law Project (PLP) 73/2021, which would transfer R$ 3.86 billion from the National Culture Fund (FNC) to promote cultural activities and products due to the economic and social effects of the covid-19 pandemic. 19. O veto to the project was published in today’s edition (6) of Official Diary of the Union. Among the arguments used by Bolsonaro to veto the transfer of funds, is that the measure violates the Fiscal Responsibility Law, by creating an expense foreseen in the spending ceiling, but without compensation, in the form of an expense reduction, to guarantee compliance with this limit.

“Furthermore, by adding an exception to the primary result target, the legislative proposal would incur in a compression of discretionary expenditures, which are at critically low levels and house budgetary allocations necessary for the maintenance of public administration and the execution of important public policies, such as those related to the areas of health, education and public investments, with a stiffening of the public budget, which would imply damage from a fiscal point of view”, says the veto.

Bolsonaro also argued that the sector has already been granted resources by the Aldir Blanc Law, which earmarked R$3 billion to provide emergency assistance to the segment and mitigate the impacts of the pandemic on cultural activity.

The veto will now be analyzed by the National Congress, on a date to be set. Deputies and senators can keep it, confirming the president’s decision, or overthrow it. In that case, the bill would be enacted and become a new law.
