President Jair Bolsonaro sanctioned the law that creates the program that allocates resources from the National Public Security Fund (FNSP) to finance the purchase of a home by members of the public security forces.
The National Housing Acquisition Support Program for Public Security Professionals (Programa Habite Seguro) is aimed at police officers and other professionals with a gross salary of up to R$7,000. The law was published in Official Diary of the Union (DOU) today (15).
The program was conceived via a provisional measure edited in September 2021 by the government and which was approved last month by the House and Senate.
“The presidential sanction will provide public security professionals with an instrument for realizing the right to decent housing, from the social and security point of view, providing guarantees to those who fight crime”, said the General Secretariat of the Presidency of the Republic, in a note.
Among the justifications for the measure aimed at public security agents, is to reduce “exposure to risks arising from their housing situation”, says the text.
Members of the Federal Police, Federal Highway Police, civil police, criminal police and military police, and firefighters that are part of the Military Fire Brigade are covered by the measure.
Also included among the beneficiaries were penitentiary agents, experts and papilloscopists from the Official Institutes of Criminalistics, Legal Medicine and Identification; members of the Municipal Guards; socio-educational agents with public tenders; public transit agents; and law enforcement officers.
The program is valid for active, retired, retired and retired professionals, as well as for spouses and dependents of security agents who have died as a result of the activity.
Conditions
The properties financed with resources from the National Public Security Fund must have a maximum value of R$ 300 thousand. The maximum duration of funding must be 420 months (35 years). The financial agent responsible for operating the program is Caixa Econômica Federal.
In addition to operating the program, Caixa can also serve as the financial agent itself, that is, as the bank that effectively carries out the loan. In the case of properties financed by the public bank itself, the financing can reach 100% of the value.
New and used urban properties can be financed, as well as land for the construction of a property, provided that the work takes place within two years from the signing of the purchase agreement.
The legislation provides, in certain cases, for the subsidy of part of the value of the property, as well as all financing fees. The grants do not cover socio-educational agents, traffic agents and legislative police, but they can still obtain special conditions.
The economic subsidy can only be used by police officers once. The agent who already owns a property in the national territory or holds an active property financing cannot benefit from Habite Seguro. Financing will depend on a specific budget allocation.
When launching the program, the government announced that, initially, R$ 100 million would be allocated to fund the Habite Seguro program.
