President Gustavo Petro possessed Nestor Osuna as the new minister of JusticeArturo Luis Luna Tapia for the Ministry of Science, Technology and Innovationand the new director of the UNational Unit for Risk Management, Javier Pava Sánchez, with which his cabinet is being completed, although the ICT Ministry.
During the act, which was carried out by the Military Transport Air Command (Catam), Osuna took only the oath, since his appointment had been notified in decree 1666 of 2022.
“We are completing the cabinet. Here is a sequence of topics to address“, Said the president while taking the oath of the new ministers. In this sense, President Petro also gave the general lines of what he expects to develop in these portfolios.

In the case of the Ministry of Justice, Petro asked Néstor Osuna, who arrived accompanied by her husband, the creation of a new prison policy where the decriminalization of certain behaviors is sought, with the aim of reducing overcrowding in the country’s prisons.
“A relationship with the Courts, with the judiciary, to guarantee the independence of the judiciary. Cease the attempts at contradiction between the Executive and the judiciary that have arisen in the last decade; try to give the judiciary more autonomy and that implies more budget, in difficult circumstances and understand that the fundamental axis of justice reform is that there be more judges,” said the head of state.
In this sense, he explained that the intention that the judges “reach citizenship” is “the basis of peace.”

Meanwhile, the new Ministry of Sciences, President Petro asked “build a process that allows us to articulate science in its application, which is technologyin the fields of national production”. In addition, he asked him to involve the university, together with the Ministry of Education.
Changes in Adaptation Fund
During the inauguration of the new director of the National Unit for Risk Management, Javier Pava Sánchez, President Petro insisted on the need to reduce the risk of losing lives as a consequence of climate change, which is why the Adaptation Fund, attached to the Ministry of Finance and Public Credit, will also be directed by Pava.
Although the changes will be known in the reform to the Presidency of the Republic, the president entrusted him, “to make the risk maps and together with the Ideam, prepare for the three months of high probability of winter and floods. We have to prepare in advance to reduce the risk and face those realities of the climate crisis. Hopefully no deaths,” he said.
