President of the Judiciary: "Judges do not surrender to threats, unfounded accusations or attacks"

During the inauguration of the 2026 Annual Meeting of Presidents of the Supreme Courts, the president of the Judiciary, Janet Tello Gilardi, gave a speech focused on defending the autonomy of the institution she leads. The judge assured that justice in the country is administered neutrally and under the rigor of the Constitution, rejecting any political conditioning.

Institutional challenges and response to questions

Given the beginning of this administrative process by the JNJ, Tello Gilardi took advantage of his intervention to highlight the resilience of Peruvian judges, pointing out that magistrates should not retreat in the face of “grievances, threats or unfounded accusations.” The head of the Judiciary emphasized that judicial leadership cannot be weak or hesitant, especially when the independence of powers is put to the test by external factors that seek to undermine the legitimacy of judicial decisions through attacks on the integrity of its members.

“For the firm conviction that justice is administered with absolute impartiality, without political colors, without biases or interests of any kind […] because in moments when the spirit seems to surrender due to so many vicissitudes, grievances, threats and unfounded accusations and attacks on physical integrity, you (the judges) have always been standing betting so that true justice is developed in each of the actions in favor of life and dignity,” remarked Tello Gilardi.

During her management review, the president reported that in 2025, 93% compliance with institutional goals was achieved, highlighting the success of the flagrante delicto units and the expansion of the Electronic Judicial File. However, he warned that 2026 will be a decisive year where the firmness and unity of the justice system will be tested.

For the judge, strengthening transparency and the integrity model are fundamental pillars to protect the institution from the political polarization that affects the country.

“Today more than ever in a context of great challenges, growing social demands, budgetary restrictions and a high level of insecurity and crime in the country, access to justice must be an absolute priority in our constitutional rule of law and an essential pillar of democracy,” he said.

The annual meeting, which will take place in Lima until January 30, seeks to establish priority goals regarding access to justice and the fight against corruption. Tello Gilardi concluded by reaffirming that judicial independence is not a simple slogan, but a responsibility that requires coherence and technical solvency, ensuring that his administration will continue focused on providing a service close to the most vulnerable populations, despite the pressures and challenges that arise along the way.

These statements come just one day after learning that the National Board of Justice (JNJ) granted him a period of five days to respond for an alleged omission in his sworn statement, linked to a preliminary investigation into his assets.

The procedure opened against the head of the Judiciary responds to a complaint filed by citizen Gino Román Torres, executive director of the Citizen Protection Center ‘Equidad’, in which he accuses Tello of “alleged willful omission by not recording Daniela Moreno Tello as his niece in his sworn declaration of interests 2021-2025.”

“(Daniela Moreno) would have made more than 17 trips to different countries, a circumstance incompatible with the lack of registered public activity,” the document reads, accusing Tello Gilardi of alleged commission of ideological falsehood and failure to record statements in documents.

According to a journalist’s investigation Gustavo Gorriti in the portal IDL-ReportersRomán Torres maintains a close relationship with the environment of Vladimir Cerron. The report details that, during the year 2023, the political group of the former governor of Junín made a payment of 10 thousand soles in favor of Román, under the official concept of “design of training courses aimed at mayors.”

However, his participation within the party scheme was not limited to external consulting. Shortly after these services, Román Torres made the leap to the state level, joining the roster of the Congress of the Republic. There, she worked as technical staff within the office of the Peru Libre parliamentarian, Maria Aguerothus consolidating its position as an operative figure between the political organization of the pencil and the Legislative Branch.
