President of the JNJ warns of serious internal failures: “More than 36 complaints went unnoticed for years”

A few days after starting his duties at the head of the National Board of Justice (JNJ), María Teresa Cabrera made public a series of administrative irregularities that, as she indicated, seriously compromise the proper functioning of the constitutional body in charge of supervising judges and prosecutors.

In statements to TV Perú, the head of the JNJ explained that these findings occurred during her previous management as president of the Disciplinary Processes Commission.

Cabrera maintained that, by assuming responsibilities within said commission, he was able to identify a structural disorder marked by the duplication of functions, the excessive accumulation of files and poor attention to complaints presented by citizens.

“Within the management, I was able to notice many irregularities. Functions were duplicated and there were a large number of files,” he stated.

One of the most serious aspects revealed by the president of the JNJ was the existence of more than 36 citizen complaints that remained archived without any type of evaluation. As explained, these cases were presented in 2020, but only in 2024 did the institution become aware of their existence, evidencing a delay of four years in their attention.

The situation, far from being adequately resolved, ended up harming the complainants. Cabrera pointed out that, as these cases were noticed late, several complaints were declared expired or prescribed.

“Citizens had presented them in 2020 and only after four years did they realize it. And what do they do? Some declare them expired, others declare them prescribed,” he questioned, alluding to a serious lack of administrative diligence.

NO DISCIPLINARY SANCTIONS WERE EXECUTED

During her internal review, the judge also detected cases in which disciplinary sanctions were not carried out despite the existence of firm resolutions. In particular, he mentioned two procedures in which the dismissal of magistrates had been ordered, a measure that should be applied immediately. However, this never happened.

“What happened? There is simply nothing here. Those magistrates continued working,” Cabrera said, emphasizing that inaction in the face of decisions already adopted represents a serious impact on the credibility and authority of the National Board of Justice.
