Exclusions could be registered. The president of National Election Jury (JNE), Roberto Burneospoke about the complaint last Sunday from Perú21 that revealed the presence of at least 26 candidates registered on the lists of Movadef, the political arm of Sendero Luminoso.
Burneo pointed out that starting December 23, the entity will review the candidate lists of the 36 parties and three alliances, but he stressed that the parties themselves are the first responsible for filtering their applicants.
“On November 30 are the internal primaries of each political organization. At this stage, according to the same order, it is the political organizations that have to carry out the respective filters. And then starting on December 23, when we know that list, we are going to proceed to qualify them and pass them through all the stages of filters that we carry out,” Burneo said.
According to an investigation by Peru21published last Sunday, these lists include 26 candidates from six groups and one alliance who appear registered in the list of Movadef adherents in 2011.

“Understand well that at this stage it is up to the political organization to filter the candidates and be able to select them. They – the political organizations – are the ones who are going to assume the risk of presenting candidates who perhaps, when we qualify them, could fall; and even presidential lists could fall, as well as lists of senators and deputies, which would cause them to lose competitiveness,” he indicated.
At another time, he called on the parties to rigorously review the history of their applicants and thus avoid blemishes or observations. “The call and the invocation are to the political organizations so that, in this first stage, they make the necessary filters. We are making available all the requirements that are within our reach so that they can do this work. And it is also the members who, finally, will guarantee that people who may fall when qualifying the jury do not go,” he concluded.
26 candidates for Congress on the Movadef registry
Last Sunday, this medium published the report titled: 26 candidates for Congress on the Movadef registryin which he reported that Movadef is once again meddling in the elections.
The investigation reveals that there are 26 pre-candidates for Congress – for the Senate and Deputies – from six parties and one alliance, whose names appear in the form that Movadef, the political arm of Sendero Luminoso, presented in 2011 to the National Election Jury (JNE) to register as a party.
In that same year, the JNE rejected the Movadef process for including in its ideology the “Pensamiento Gonzalo” of Sendero Luminoso, which involved “violent acts contrary to the Political Constitution of the State.”
These 26 pre-candidates detected by Perú21 will compete in the primary elections – between the 30th of this month and December 7 – and the winners will be candidates for Congress in April 2026. We must not lose sight of them.
FREE PERU
Perú Libre, by Vladimir Cerrón, continues to maintain its ties with Movadef since Pedro Castillo wore its shirt in 2021 and became president. Now it has nine pre-candidates from the 2011 slate, the largest number found.
These are: Julián Paolo de la Torre (35), graduate in Educational Sciences and Social Sciences, has been active in PL since 2020.
Jessica Marlene Gálvez (46), enrolled in the pencil since 2016, studied Administration. Both go to the Andean Parliament.
Otoniel Choque (63), candidate for accessory deputy for Puno, has been active since 2022 and was president of the neighborhood organization 4 Zonas de Juliaca.
Luz Haydee Navarro (33) has been registered in PL since 2022 and is running as an accessory to the Chamber of Deputies for Piura.
Timoteo Cruz (64), close to Waldemar Cerrón, has been active since 2022. In 2014 he was denounced for alleged links to terrorism along with other founders of Conare-Sutep – linked to Movadef – such as César Tito and Lucio Ccallo. Apply for deputy for Piura.
Yonathan Enrique Rojas (32) is an accessory deputy for Metropolitan Lima. In PL since 2023.
Paulino Fernández (55), registered in the pencil since 2022, is running for deputy for Ayacucho.
Lucía Quispe (49) is going as an accessory senator for Ayacucho.
Mery Lady Roncal (45), titular senator for Callao, has been active in PL since 2022.
From PL they told Perú21 that they only knew of the case of Timoteo Cruz, who claimed to have signed a form for a change in the Constitution, but not of Movadef. They pointed out that the only filter is the JNE ROP and there are no Movadef signatories.
PERU FIRST AND APP
In Perú Primero, by Martín Vizcarra, there are two pre-candidates located: Estela Peña (50) is running for deputy for Arequipa and is a councilor in the District Municipality of Mariano Melgar. She has been registered in the ‘lizard’ party since 2024.
Norma Villanueva (52), candidate for the Senate, affiliated with said party since 2022.
In Alliance for Progress (APP), by César Acuña, there are seven names on the Movadef registry:
Anel Yanina Aedo (43), deputy for Puno. Evelyn Zelaya (44), Andean Parliament, registered in APP since 2021.
Gustavo Adolfo Valdera (34), candidate for deputy for Lima. He worked with former congressman Omar Chehade in 2020 and was listed until October as a technician in the office of the APEP legislator Magaly Ruiz.
Juan de Dios Llosa (52) goes to the Senate for Arequipa, affiliated since 2024.
Nelson Oré Curo (40), candidate for deputy for Ayacucho, activist since 2010. Piero Antoni García (43), candidate for deputy for Lima, since 2019 in APP.
And Walter Guido Chambi (55), to the Senate for Puno, in APP since 2024, is a teacher.
In Peru First they reported that they will take the corresponding measures and in APP they said that they will evaluate these cases.
POPULAR FORCE AND WE CAN
In Fuerza Popular two pre-candidates appear on the Movadef list: Lenin Tafur (51) is going to the Senate for Áncash. Militant since 2020, although he claims to be a Fujimorist since the 90s. He was a technician in the office of Congresswoman Nilza Chacón and until last October he appeared as advisor II of the Parliament’s Special Commission to Fight Terrorism.
In 2023 he was mentioned by Áncash media in an investigation by the Prosecutor’s Office into alleged irregularities in public tenders in that region.
And Cecilia Villanueva (56), candidate for mayor of Breña in 2014, although a FP activist since 2020. She is running as a national senator.
They both affirmed Peru21 who never signed the Movadef registry. Between Monday and Tuesday they went to the National Elections Jury to request that they be removed from the list, since – as they pointed out – they never signed it.
In José Luna’s populist Podemos Perú (PP) party, there are two other candidates in the same situation:
Faustina Quispe (50), candidate for deputy No. 2 for Ayacucho. He enrolled in PP in 2024.
Wilbert Enrique Ramos (54), runner-up 1 for deputy for Arequipa. He joined PP in 2022.
Podemos reported that they will review these cases.
CASTILLISTAS (JP) AND WE WILL WIN
Two pre-candidates from Together for Peru – the left-wing party led by Pedro Castillo – appear on the list: Humberto Morales (49), who is running for the Senate in Ayacucho and is running for JP’s vice presidency. He was a congressman with the Frente Amplio (2016-2019). He has been registered in JP since 2024. Morales said he did not know how his name appears on that form.
The other is Pedro Miguel Prieto (49), who is running as a deputy for Piura. In 2024 he enrolled in JP.
Finally, in the leftist alliance Venceremos —made up of Nuevo Perú and Voces del Pueblo— two pre-candidates appear: Bertha Milera (61), who is going to the Senate for Callao and has been a member of NP since 2023.
And Adelma Quispe (48), who goes with number 4 for deputy for Puno. Registered in NP since 2024. She is an Aymara leader.
From Venceremos they rejected that their applicants had supported Movadef.
The former head of the Dircote, General José Baella, assured Perú21 that appearing on that registry generates suspicion, but “does not disqualify” the pre-candidates from applying because Movadef is banned. He also recommended that they publicly reject any links with the political arm of SL.
