the president of bolivia, Luis Arce, warned that if the exclusion of “brother” countries materializes, he will not attend the next Summit of the Americas. The president wrote it on his Twitter account this Wednesday.
In the message, Arce alleges that “consistent with the principles and values of the Plurinational State” he reaffirms that “a Summit of the Americas that excludes American countries will not be a full Summit of the Americas” and “if the exclusion of brotherly peoples persists, I will not participate in it.”

He also stressed that Bolivia “bases its international relations on the Diplomacy of the Peoples with inclusion, solidarity, complementarity, respect for sovereignty, self-determination and collective construction of the Culture of Dialogue and Peace.”
Arce had already spoken, urging that all countries be invited, “strengthening dialogue and regional integration based on respect for the dignity and sovereignty of peoples.” Likewise, the Foreign Minister of Bolivia, Rogelio Mayta, has argued that “any attempt to exclude any country from the Summit of the Americas is anti-democratic conduct,” he cites Eph.
Cuba had denounced through its foreign minister last month that the US intends to organize a summit of “selective states” and demanded its right to attend, in what would be its third participation in the continental event.
The Mexican president, Andrés Manuel López Obrador, affirmed this week from Havana that he will insist to his counterpart in the US, Joe Biden, not to exclude any country from the summit because it is the authorities of each nation that must decide “ freely” whether or not they attend the appointment.
Furthermore, according to Eph, declared this Wednesday that other Latin American leaders, like him, “are not happy” with the Summit of the Americas because not all the countries are invited. This way he wouldn’t personally participate either.
Some United States government officials have continued to declare that the Joe Biden administration will exclude Cuba, Nicaragua and Venezuela from the Summit of the Americas to be held in Los Angeles from June 6 to 10, since they consider that they “do not respect” democracy, therefore they do not expect their presence.
However, the spokeswoman for the White House, Jen Psaki, when asked about it, has reiterated, the last time yesterday, that the formal invitations have not yet been sent.
