The Government also announced measures on issues such as education, social assistance and human rights to improve the situation in prisons.
With the Executive Decree No. 355signed on Monday, February 21, 2022, the President Guillermo Lasso aims to speed up the process of pardons to persons deprived of liberty (PPL). The goal is to reduce the prison overcrowding. Currently, the prison system has 34,821 PPL and the maximum capacity is for 30,169. There is a deficit of 4,652 places.
Additionally, it was announced the new plan for the social rehabilitation systemwhich has a budget of 27 million dollars, in a first phase.
Since 45% of persons deprived of liberty are under 30 years of age and many have not been sentenced, among the benefits of the plan is the creation of technical careers for prisoners, agreements with companies to provide work for the prison population, as well as detox programs.
In the official presentation, Bernarda Ordóñez, Secretary of Human Rights, explained that there are 12 axes and more than 300 actions to improve the condition of prisonswhat have been, in recent months, scenes of bloody massacres.
Among the guidelines to work on are education, justice, sports, social assistance, and human rights. There is also a commitment to train prison guides and create infrastructure with improvements in technology.
Requirements to be pardoned
- Having served 40% of the sentence for those sentenced with the previous Penal Code; and 60% for those convicted under the current Comprehensive Criminal Organic Code.
- Do not have multiple statements.
- They must also not have any other ongoing investigations or trials.
- Have no sanctions for bad behavior inside the jail.
