However, the president indicated that decentralizing functions is necessary in a country with a system that has been centralized, since “the decentralization process is extremely important in the fight against poverty and inequality,” he cited article 233 of the Constitution that establishes the municipal regime, where he said that there is talk of a process of transfer of powers.
Regarding the control of the use of resources, he said that “obviously the Comptroller’s Office must audit the resources that are transferred to different community boards” adding that to accelerate the well-being in the communities it is necessary to expedite the execution of projects such as For example, a corregimiento that damaged its water pump or PVC pipes, “the central government cannot be expected to carry out all this process” in order to resolve the communities.
He also stated that the decentralization funds can be used for the rehabilitation of roads, streets and highways, there must be a gradual process of transfer of powers.
