President calls for unity of ministers in government announcements

President Luiz Inácio Lula da Silva ordered his ministers not to publicly announce any project or public policy without first going through the Civil House, a portfolio linked to the Presidency under the command of Minister Rui Costa. “Any and all positions, any genius that someone may have, it is important that before announcing it, hold a meeting with the Civil House so that it discusses with the Presidency of the Republic so that we can call the author of the genius and we, then , announce it publicly as if it were a government thing, that the other ministers, Finance and Planning are in agreement. Because, that way, we create motivating conditions for everyone to agree with the policy that was announced,” he said.

This Tuesday (14th), Lula chaired the second expanded meeting with ministers, this time from the social area, such as Health, Women and Social Security. Still this week, the president should gather the ministers of the productive area, such as Agriculture, Agrarian Development and Industry and Commerce.

Last week, President brought together the ministers of the area of ​​infrastructure to discuss the federal government’s new investment plan, replacing the Growth Acceleration Program (PAC). In addition, the objective of the meeting is for each folder to present plans for the first 100 days of government, for 2023 and for the coming years.

“I wanted you to be sure that, from the point of view of the Presidency of the Republic and the Civil House, you will have all the support, combining with [o ministro da Fazenda, Fernando] haddad and [a ministra do Planejamento e Orçamento] Simone [Tebet], who are the people who take care of the government’s cash, so that we don’t make mistakes, don’t promise what we can’t deliver, so that we only do what is within our possibilities. And if we have to risk something, we risk it with a hit bias above 80%, because we cannot run the risk of announcing something that will not happen”, argued Lula.

The president pointed out that, in education, for example, progress has already been made, such as the announcement of the increase of up to 39% in the amount transferred by the federal government for states and municipalities to pay for school lunches in the public school system. The government’s estimate is to invest R$ 5.5 billion in the National School Feeding Program (Pnae) this year, an increase of approximately R$ 1.5 billion in relation to the previous budget.

Soon, Lula hopes to announce the full-time school program. According to him, however, it is still necessary to modulate the new public school model, expand spaces and improve the infrastructure of schools.

“The current public schools are almost like a box, there is little space to build a quality school and put in a full-time school. If you want culture, sport, leisure, you need to have a little more space in schools and the standard, in many states and cities, it is not possible to do full-time school. I saw one in Bahia that looks more like an Olympic park than a school. In other words: I think the people deserve these quality things. It will cost a little more, from an economic point of view, but it will be cheaper from the point of view of the profit we will have with the children’s learning, with the quality of education they will have.”

In addition, the president reaffirmed the need to improve the Single Registry, to define the people who are entitled to receive Bolsa Família. The register is a tool carried out within the scope of the Unified Social Assistance System (Suas) and works as a gateway to more than 30 federal government programs, including Bolsa Família.

“The registry will have to be the standard that will define the seriousness of this program”, said Lula. The government is adopting cadastral review actions based on family composition and income, in addition to an active search for people in situations of social vulnerability, in partnership with city halls.
