Presidency granted service order to Chinese company linked to Zhihua Yang

While the President José Jerí insists that their meetings in a San Borja chifa were “common acts”, a journalistic investigation has revealed that the Presidential Office issued a service order to the company Nuctech Perú SAC, a Chinese company that, after two years without contracts with the State, achieved its first award on December 16, 2025 under the current administration.

Congressional Commission approved summoning the heads of the Interior, Vicente Tiburcio, and Energy and Mines, Luis Bravo, for meetings between the president and Chinese businessman Zhihua Yang.

The trail of this contract leads directly to the building on San Luis Avenue, owned by Zhihua Yang (known as “Chinese Johnny”), a close friend of the president and host of his private dinners. Although Nuctech Perú SAC registers a tax address in San Isidro, Cuarto Poder’s investigation indicates that the brand is represented and supported exclusively by the company Cayman SAC, which operates on the sixth floor of the Yang building, the same building where the chifa that Jerí frequents operates.

A third key character is added to this network: Shui Qin, founding partner of Nuctech Perú SAC and representative of the brand in the country. Official records from the Government Palace show that Shui Qin visited the Casa de Pizarro on three occasions during the month of December, staying several hours in the security unit. Coincidentally, in that same period, his company obtained the contract for 35,577 soles to perform preventive maintenance on the X-ray machines and metal detectors at the presidential headquarters.

Given the revelations, the Presidential Office issued a clarifying statement indicating that the hiring responds to a technical need. According to the Executive, the Nuctech brand equipment was donated by the Chinese government in 2024, during Dina Boluarte’s management, and the maintenance requested in October 2025 sought to guarantee security at the Palace entrances. They argued that the selected company proved to be the official representative of the brand and that the process was carried out in “strict compliance” with the regulations.

President Jerí has reiterated that he will not resign from office, maintaining that the intention is to distort daily events to fabricate criminal figures that he categorically denies.
