The national government formalized this Thursday the creation of the Unified Security Command for the VII Summit of Heads of State and Government of the Community of Latin American and Caribbean States (Celac)which will take place on the 24th of this month in the Autonomous City of Buenos Aires, as reported in the Official Gazette.
However, the Command will be active between 20 and 25according to Resolution 11/2023 that bears the signature of the Minister of Security, Aníbal Fernández.
This unit will be made up of personnel from the Ministry of Security, the National Criminal Intelligence Directorate of said portfolio, the Federal Police, the National Gendarmerie, the Naval Prefecture and the Airport Security Police and by the representatives eventually designated for this purpose by the police forces of the City of Buenos Aires.
“The designated officials will have, within the framework of their functions, decision-making capacity over the personnel and means affected by the security operation,” specifies the text of the regulation released this Thursday.
The general coordinator will be the “Chief of the Argentine Federal Police, General Commissioner Juan Carlos Hernándezwho will be in charge of conducting the police forces and security forces involved in the operation, being able to delegate said function to the official designated by him.”
In addition, it is specified that Minister Fernández “may take over the powers” directly “at the moment in which he could consider it appropriate, as well as convene representatives of the Ministries of Security from other jurisdictions.”
On the other hand, the Buenos Aires Minister of Justice and Security is summoned to designate a representative of the local police forces to integrate the Command, the General Directorate of Traffic of the city to designate a representative to provide collaboration and the Ministry of Justice is invited of the city to collaborate in the development of the security operation.
