He INDECOPI He informed that in the 2020-2024 period he eliminated 26,387 illegal bureaurs or lacking reasonableness, imposed by the entities of the three levels of government. This work represented an estimated savings of S/873.6 million for the citizens and the country’s productive sector.
Of the total barriers identified, 24 490 were detected through ex officio actions, while 1897 from complaints filed by citizens and companies. Although the latter represented only 7 % of the total, their economic impact was considerable, by concentrating 81 % of the estimated savings (706.2 million soles).
In geographical terms, the barriers with the highest cost corresponded to those of national reach, with an estimated impact of 624 million soles, as they are applied standards throughout the country. They were followed by the barriers imposed in Lima (104 million soles), Áncash (20.5 million soles), Junín (19.7 million soles) and San Martín (18.2 million soles).
Among the bureaucratic barriers eliminated with greater economic impact, the prohibition of building four and five stars in San Isidro, imposed by the Metropolitan Municipality of Lima, whose cost amounted to 13.8 million soles.
“(It was prohibited) to develop the four and five stars hotels on Emilio Cavenecia Avenue, San Isidro district, despite having zonal trade zoning in sector 3, for not being located on Javier Prado West or Arequipa avenues,” Indecopi said.
He also highlighted the requirement to consider the displacement of workers, arranged by the Ministry of Labor, with a cost of 31.5 million soles. Likewise, the average and minimum requirement for wholesale fuel storage, established by the Ministry of Energy and Mines, which generated an estimated extra cost of 529.6 million soles was eliminated.
Only in 2024 4375 barriers were eliminated, generating a saving of 57.2 million soles. The highest costs generated by the bureaucratic barriers eliminated and inapplicated by INDECOPI mainly affected the construction sector (30.4 million soles, equivalent to 53 %) and natural persons (8.5 million soles, 15 %). They were followed by the sectors of other services (6.7 million soles), commerce (5.6 million soles), transport (2.9 million soles), among other economic activities.
