The president of the Council of Ministers, Eduardo Aranahe spoke on Monday about the request made by the Inter -American Court of Human Rights (IDH Court) to the Peruvian State to suspend the process of the law approved by the Congress that grants amnesty to military and police.
The chief of the Cabinet questioned the international body and considered that his decision violates national sovereignty.
“They should be self -regulated knowing what its limits are and what its attributions are, for that the OAS will also have to evaluate it. It is not a problem only in our country but of America because not only Peru has been submitted to these decisions that for us, as now, we consider our sovereignty,” he said in RPP.
The Premier said that Peru is subject to the Inter -American Human Rights System, but assured that the IDH Court must respect its legal framework and not activate.
“When the Court thinks is doing activism, then that they dedicate themselves to a political activity, but if the Court does is fail, then the failures must be fixed to the regulation and the international system,” he said.
In that sense, Arana said that a history should not be created that “invade the power of the Congress or the Executive, which have the power to decide whether or not to approve it.” Given this, he indicated that the government is still evaluating the norm and will soon communicate its decision to review or publish it.
Justice system reform
The Premier said that the Executive has sought to make reforms to the justice system, but that they have been truncated by the autonomy of these institutions.
“They were up to three attempts in which we wanted to improve several issues. The big problem is autonomies. The autonomies of institutions do not allow us to enter beyond what it means to analyze, evaluate and respond to the needs of the population,” he said.
The president of the Council of Ministers said that “the idea of us is to open and know how to listen from other perspectives and realities to those aspects” that do not work in the justice system.
