The president of the Council of Ministers, Ernesto Alvarezwarned that corruption and criminal governance prevail in the country’s prisons and, therefore, announced that the Executive is considering declaring an emergency on National Penitentiary Institute (Inpe).
The chief of staff assured that criminal organizations have a “high degree of control” of prisons. In that sense, he pointed out that leaders of these gangs operate from prison establishments, where they have access to the internet and communication through clandestine antennas. This situation, he said, has been verified by the government with the use of drones.
Álvarez considered that, although the crisis in the penitentiary system is a reflection of the failure of the areas administered by the State, it cannot be generalized given that there are various penitentiary agents who are honest.
Likewise, the premier warned that the fight against crime faces serious obstacles due to deficiencies in the legal system, especially with regard to obtaining sufficient evidence to bring criminals to justice and prevent their release.
Given this situation, he announced that the Executive Branch will request Congress for an “authorizing law” that grants it legislative powers, in order to issue decrees.
He specified that these decrees will be aimed at correcting the shortcomings of the legal framework regarding extortion and contract killings, crimes that currently directly affect citizens.
Regarding the possibility of establishing a curfew, the premier ruled out that this measure is being evaluated in Lima or in any other region of the country, given that it does not prove to be effective in combating extortion.
