Premier Álvarez: “The Central Highway project is going anyway”

The head of the Presidency of the Council of Ministers (PCM), Ernesto Álvarez Miranda, reported that the project of the new Central Highway It’s going anyway and most likely, in the coming weeks, France and Peru Agree that the management will be carried out by another company.

He explained that what is under discussion is that this highway was going to be managed by a company that, at the time, was sanctioned for corruption issues and that both the Inter-American Development Bank and other international entities at the time warned Peru of this corruption problem, but despite this, this company continued to appear.

“Happily, in the contract itself there are very severe anti-corruption clauses, and undoubtedly both Peru as France “They are going to find a way to articulate their will to replace this company because it may have new managers, it may possibly have a new formation of its members, but for a project of such magnitude, such as 14,000 million, transparency and a generation of trust are required from the beginning,” he pointed out.

DELEGATION OF POWERS

Likewise, the premier explained that according to the legislative powers granted by the Congress of the Republic, there is a 70% progress in published legislative decrees.

“What we are missing, at this moment, are 16 legislative decrees that are already being perfected in each of the sectors to put them in consensus with the rest of the ministries involved, in such a way that, on Friday, which is the last possibility, the entirety of those items for which we were empowered to legislate must be published,” he said.

He said that one of them is key and it is the creation of the justice subsystem to confront extortion, contract killings and kidnapping.

“It is an issue that we have found in the Salvadoran model, whereby, as in Peru, the big problem was not the arrest of the criminal by the police, but how to ensure that he is properly investigated by the prosecutor and how the judge received that case, that prosecutor’s file and a conviction was achieved. That was failing in Peru and, as in El Salvador, what was done was to create a subsystem,” he assured.

SECURITY FOR CANDIDATES

The head of the PCM highlighted that the Government is committed to providing all the facilities and security for the candidates to carry out their campaign. “The presidential candidates have reasonable protection to the extent that this must culminate in mid-April, and we are now left with only protection for the two candidates who go to the second round,” he said.

In that sense, he asserted that the Ministry of Economy and Finance ensures the financing of each of the stages of the electoral process, for which it is in permanent coordination with both the ONPE and the National Elections Jury.

Likewise, he indicated that agreements are being signed with international entities such as the European Union to ensure the presence of representatives as observers in order to have various international organizations.

On the other hand, the president of the Council of Ministers commented that each of the people hired in the presidential office have met the requirements for the position of trust they occupy and, if in any case, a person does not meet them, then the contract will have to be terminated immediately.
