THE President Luiz Inácio Lula da Silva fulfilled an extensive inauguration agenda on Thursday (2) in Belém. The capital of Pará will receive, in just over a month, the United Nations Conference on Climate Change, COP30.
“The prejudice has been overdue, COP is guaranteed,” the president said at a delivery event of part of the works.
“We are not here doing luxury, we are here doing what is necessary for the most forgotten states, for the states that received little investment,” Lula continued. The statement took place during the opening ceremony of one of the COP30 showcases, the Linear Park of Doca, on Visconde de Souza Franco Avenue, in the city center.
Located along the dock channel, the new park has investments of R $ 312.2 million. There are 24 thousand square meters of built and requalified area, distributed over 1.2 kilometer of channel. Funded by Itaipu Binacional, the public space began to be built in May 2024, was expected to be delivered until February 2026, but was finalized four months in advance.
According to the Federal Government, the Park improves the conditions of displacement and traffic fluiditywith the implementation of high pathway with concept that prioritizes the pedestrian.
The area also received landscaping works and installation of leisure and sports equipment, including outdoor gym, kiosks, contemplation lookouts, children’s playgrounds and tree bedrooms. New collection and adequate sewage collection infrastructure, which was dumped on the channel, was also implemented.
“We will be a source of pride for the world from this COP. No one will be doubtful that Brazil owes nothing to any country in the world, that Brazil is sovereign in decision making,” the president added.
COP30 Legacies
Macrodrainage works in 18 channels, over 13 kilometers in total, are also in the final phase of execution, including, according to the State Government, expansion of water distribution networks and the implementation of new sewage networks. One of these sewage works was inaugurated in one of the most symbolic points, such as the surroundings of the historic Ver-o-Peso market.
Lula also visited, during the afternoon of Thursday, the facilities of the Una Sewage Treatment Station (ETE), in the Telegraph neighborhood. With a budget of R $ 125.2 million, being R $ 49.5 million from the federal government and R $ 75.7 million from the state government, the largest ETE in Pará in number of people served has the capacity to treat up to 475 liters of sewage per second, avoiding the launch of fresh sewage in Guajará Bay.
More than 90,000 people will benefit, with the service to 10 neighborhoods. According to the federal government, the work of ETE UNA was hired in 2008 and was paralyzed three times over 17 years. In February 2025, it was resumed and now delivered. For its conclusion, 1,500 direct and indirect jobs were generated.
“A lot of people, by prejudice of us, northern, of us, of the Amazon, did not accept that we were able to receive this event. But a lot of people thought that we would not be able to do the works. The list of works also includes river terminals and renovation of the Port of Outeiro, which will receive the attraction of large ships, including tourist transatlantic that will host part of the visitors during COP30.
Marajó
In the morning, when he arrived in Pará, Lula went to Breves, on Marajó Island, where he announced investments in educational infrastructure and inaugurated three teaching units, one of them started in 2011 and paralyzed along with more than 100 in the region.
The president sleeps in Belém and, this Friday (3), continues his survey agenda, visiting the works of Porto Futuro II, cultural and leisure complex in conclusion. He should go through the Amazon Museum, a space dedicated to valuing biome science and technology that will house the exhibition “Amazon”, by photographer Sebastião Salgado, who died in May this year.
Still at Porto Futuro II, Lula visits the works of the Gastronomic Center and the Bioeconomic and Innovation Park of the Amazon. The space will connect sustainability, cooperation and innovation, generating bionegotive opportunities for the entire Amazon.
Finally, the presidential entourage will visit Parque da Cidade, headquarters of COP30 events.
