The Comptroller’s Office identified that a total of 16 prefects and sub-prefects falsified documents in order to obtain the position. The officials were linked to the Citizens for Peru party and they came to office with the permission of Dina Boluarte, identified a journalistic investigation by the weekly Hildebrandt in its Trece.
According to Teodoro Berrú Zurita, a witness for the Prosecutor’s Office in the case “Waykis in the Shadow” who declared to the aforementioned media, the only requirement to be appointed as prefect and sub-prefect was to pay a monthly fee to the Nicanor Boluarte party (Citizens for Peru) and to be able to fill out registration forms.
“In the Interior Government Directorate there was a whole team of examiners and analysts to evaluate the prefects and sub-prefects. But everything became a farce to play a game with Dina Boluarte,” he told the weekly.
According to him, this malpractice was known to the head of state herself. “The President of the Republic knew who she designated as prefects and sub-prefects. Also the advisors in the presidential office, in the PCM and in the Ministry of the Interior. Even so, they were beaten in all the filters because the objective was to set up the game for Nicanor,” he indicated.
“To select them, they put together a small group headed by Víctor Torres, who supposedly selected the best candidates at the national level. He would submit the proposal to Nicanor and then give the final list to Dina Boluartewho had to sign the resolution as president,” she explained in reference to the structure of the network that promoted such appointments.
In this way, people who did not have the requested qualifications managed to obtain the positions. According to the Comptroller’s Office, studies and work experiences were falsified.
Collection of quotas
At the beginning of the year, Diego Moisés Saavedra, who served as provisional secretary of the party, maintained that he saw influence peddling, political proselytism, quota collection and corruption.
“The collection of money from prefects and sub-prefects was the end of any alliance with Griselda Herrera, with Nicanor Boluarte and with his party. There are subprefects like Ladis Saavedra, in El Sauce, who broke down due to the quota demands,” he said.
He affirmed that he is a “100%” witness of everything that was done in the organization and that he is willing to collaborate with justice in Lima despite the weight of the president of Peru herself.
