Pre-candidate for the presidency Eduardo Quirós requests the separation of the director of Decentralization

The immediate dismissal of the director of the National Decentralization Authority and the freezing of the transfers of funds from the Decentralization program are part of the measures that, in the opinion of the pre-candidate for the presidency by free nomination Eduardo Quirós, President Laurentino must take cortizo.

In a statement in which he assures “they are not stealing”, he referred to the creation and use of parallel decentralization, which in his opinion is nothing more than “a small box that, instead of being used to overcome poverty and shortcomings of Panamanians and Panamanian women, is directed to clientelism and personal enrichment.

He added that millions of public funds were allocated —are allocated— to corrupt politicians during the electoral campaign, without transparency and without consultation. The Government made, through the Ministry of Economy and Finance, the “transfers of funds” to the National Decentralization Authority (AND), which it then distributed among representatives, mayors and deputies who control community boards and municipalities to rob the people.

He argued that the Carrizo-Cortizo administration is subject to Deputy Benicio Robinson, president of the Budget Committee, since it has given him more than 200 million dollars without any control over amounts, details, justifications, and execution. Millions that could be used to build schools, bridges in the communities, sidewalks, parks and health or cultural centers.

The director of the National Decentralization Authority, Edward Mosley Ibarra, says that article 236 of the Constitution allows it. This is an insult to the intelligence of Panamanians!

Faced with these facts, he assures that President Cortizo is obliged to:

1. Separate the director of the National Decentralization Authority.
2. Freezing of all transfers of funds from the Decentralization program.
3. Immediate reimbursement to the Single Treasury Account of all unexecuted decentralization funds.
4. Immediate publication of all the minutes of the Board of Directors of the National Decentralization Authority (chaired by the Minister of the Presidency).
5. Audit and investigation with independent participation of decentralization resources, both those coming from the two legal sources and the “extraordinary” ones.

He reiterated that “they are shamelessly robbing us. In collusion between the Assembly and the Executive, millions of public funds are distributed to feed clientelism that guarantees the re-election of PRD candidates and those related to the government.
