PPP would exceed US$10 billion in 2026

For many years there has been talk in Peru about the infrastructure gap that cannot be closed due to factors such as bureaucracy, paperwork, and political and social instability. However, some mechanisms are contributing to trying to reverse this situation, such as the case of public-private partnerships (APP).

According to Proinversión figures, between 2002 and 2025, 251 projects have been awarded for around US$49 billion, of which 144 (US$37.9 billion) belong to PPPs, and 107 (US$11.1 billion) to active projects.

And the numbers don’t stop there. For example, the Private Investment Promotion Agency (Proinversión) recently announced the award and start of execution of the Ancón Industrial Park, whose disbursement will exceed US$1.2 billion. This work, which will be built in an area of ​​more than 1,300 hectares, was delivered to the Junefield Ancon Industrial Park Consortium and will benefit more than 400,000 people, as well as more than 200 small businesses.

Added to this is that, as revealed to this newspaper by the executive director of Proinversión, Luis del Carpio, in 2026 it is estimated that more than US$10,000 million will be awarded under APP. There are various sectors that will be involved, but without a doubt, one of the most anticipated initiatives is the Choquequirao Cable Car, which involves the regions of Cusco and Apurímac and which represents a disbursement of approximately US$363 million, and which will benefit tourism in the area.

Next year the third group of regional airports will also be on track, which will be awarded for their modernization, rehabilitation, improvement, operation and maintenance. These terminals include Jaén (Cajamarca), Huánuco (Huánuco), Jauja (Junín), Ilo (Moquegua), Rioja (San Martín), Nuevo Chimbote (Áncash) and Yurimaguas (Loreto); in addition to the operation and maintenance of the Chinchero International Airport (Cusco).

“One of the sectors that has grown a lot is health. We have an important portfolio of hospital projects at the national level, where regional governments want it to have PPP models,” he added.

Another area that the Proinversión representative highlighted was sanitation, where there are works in almost all regions of the country.

“We have wastewater treatment plants and everyone recognizes that these types of projects do not have benefits with the inauguration of the work, but rather in the provision of continuous service,” he explained.

Something that has also been evolving with regard to PPPs is the participation of companies from various parts of the world. For example, the port of Chancay has investment from China, or the Peripheral Road Ring is in the hands of Spanish companies. In addition, the interest of companies from Colombia, Mexico, Argentina, among others, must be included.

“We must remember that the port of Matarani (Arequipa), with more than US$700 million, is consolidated thanks to a North American investment fund,” he added.

IMPACT

PPPs not only mean more income for the country, but also an improvement in the quality of life. The head of the Institute of Economics and Business Development (Iedep) of the Lima Chamber of Commerce (CCL), Oscar Chávez, stated that these works also contribute to greater economic growth.

“Investment in infrastructure allows a country to grow more. Private investment creates formal employment and this in turn means better living conditions and less poverty in Peru,” he commented.

Likewise, he pointed out that from 2026 to 2028 the award of 66 projects would be delivered, which would mean an investment approaching 6% of the Gross Domestic Product (GDP). Therefore, to continue growing, he highlighted that it is necessary to simplify processes. “It can also be accelerated by having the land to start the work,” he added.
