The Senate plenary decided today (9) to postpone again the vote on the two projects that aim to reduce the price of fuel at gas stations. Even understanding that the project was mature and ready to be votedthe rapporteur of the two texts, Senator Jean Paul Prates (PT-RN), accepted the new postponement.
“Perhaps gaining more these days will help us to have a complete conciliation”, said the rapporteur. It was pacified among the senators that the issue will be analyzed tomorrow (9), on the Agenda, scheduled for 10 am – the same time as the beginning of the session. In the afternoon, a session of the National Congress is scheduled for consideration of presidential vetoes.
The Complementary Law Project (PLP) 11/2020 proposes the simplification of the Tax on the Circulation of Goods and Services (ICMS) on fuels throughout the country. The Bill (PL) 1,472/2021, on the other hand, creates a stabilization fund to prevent constant changes in the price of oil and other variables that affect the value of fuels from being felt directly at gas stations. In addition, the bill changes the calculation of fuel prices in the country.
Pacheco made his decision after listening to the deputy leader of the government in the Senate, Carlos Viana (MDB-MG), and the rapporteur, in addition to the opinions of other colleagues on the subject. Viana stated that the government also wants to vote on the issue, despite the deputy leader himself having taken the initiative to ask for the postponement twice. “The government wants regulation, but it doesn’t want interference in the market. They are different concepts. The government wants to listen to the states. It is important that governors participate”, said Viana. Jean Paul said he had already heard the governors on the subject, but the conversations continued today.
Viana asked for a longer postponement, with a vote scheduled for next Tuesday (15), but Pacheco decided to vote on the projects tomorrow. He stated that the PLP will be voted on and “even if the government does not want to, PL 1,472 will also be appreciated.”
In a note, Jean Paul stated that the contributions received have helped to build a favorable environment for voting. “Today, we receive contributions from relevant political actors, including governors, creating an environment of greater understanding to obtain the most effective solutions to the current crisis, for the benefit of the Brazilian population”, said the senator.
“Therefore, I communicate that at the request of fellow parliamentarians, the President of the Senate was asked to postpone the deliberation of these matters, in order to allow us a last attempt to approach the demands of all actors, to deliver the solutions that Brazil needs” , he added.
