In the midst of the current government transition, the administration that is leaving is carrying out a suggestive call for the hiring of personnel in Itaipu, with alterations in the norm and directed requirements that make us suspect a great cook in favor of friends and hurreros .

The Itaipu Binacional make a contest to incorporate 220 people in its workforce through the External Selection Process (PSE). This figure represents 40% of the total number of employees that are part of the hydroelectric plant. What began as a good initiative to provide work for citizens ended up being the target of many questions due to the apparent direction that was being carried out, since the Requirements for certain positions coincide perfectly with the knowledge and training of some people linked to the entity and its authorities.

In addition to the dubious requirements of the positions in contest, apparently prepared for the friends of the house, it is added that the General Regulation of the External Selection Process of Human Resources was modified by Itaipu on February 28, 2023.

In the new regulation eliminated the possibility for Itaipu apprentices or interns to participate in the selection processas well as the employees of the entity who wanted to compete for a position that implies a change of career.

The transcendental aspect of this improperly eliminated provision was to comply with the provisions of the Career Plan and Remuneration for Skills – PCR, which was approved in 2013 and has been in force for Itaipu’s career employees since 2014. It establishes that an employee’s career change is only possible through an External Selection Process.

The objective behind this maneuver of elimination of the norm would be to try to forcing some employees with “sponsors” to improperly agree to a career change (for example, going from Administrative Assistant to a University Professional position) without participating in the External Selection Process as required by the Career Plan. For this purpose, at the end of 2022, the Paraguayan director of Itaipu unilaterally modified this Plan so that professional employees within the support levels can move on to occupy other positions, without having the agreement of the Brazilian side, as stipulated the rule.

Another modification made for this Itaipu contest was that practically the minimum score of 70 points out of 100 of the knowledge test is without effect, to be enabled to the next stage of the selection process. It was provided that if none reaches the minimum, the three best scored will be considered. With this change, if the best scores were 30, 35 and 40 points, which represent a failure at the university, these applicants will likewise be able to move on to the next phase of the evaluation.

It is also striking that among the changes introduced is the incorporation into the evaluation table for the professional interview of a representative of the Compliance Office (dependent on the Board of Directors)which in practice would have the purpose of whitewashing any decisions that are adopted by the Human Resources evaluators, considering that this process itself is already audited by a representative of the Internal Audit, therefore it does not require the presence from another delegate of the director of the binational.

It also included in the new regulation that Itaipu’s internal control bodies supervise, control and monitor the process of preparation, application and correction of general and specific knowledge exams, which is in charge of the Faculty of Engineering of UNA. This is dangerous, since the presence of officials of the binational can cause the leak of information from the exams and influence the correction of the same to favor their relatives who apply.

Also to these supervisory bodies they were empowered to decide on aspects that are not provided for in the regulationsa power that previously only fell on the figure of the Executive Administrative Director, for which reason there is a strong suspicion that this extension would also be to launder the decisions adopted during the contest.

Another inclusion to the selection process is the possibility that an applicant is not eliminated when he justifies his absence in the exams with a medical certificatewhich would lend itself to fraud maneuvers in the selection process.

DISCOMFORT IN THE ELECTED GOVERNMENT

As a result of the questions that exist due to the apparent cooking in Itaipu, there would be discomfort in the elected government, since, according to what was reported, the authorities that will take office next August made claims to the currentbut they refused to review the process whose main articulator is the questioned director of Corporate Social Responsibility of Itaipu, Gerardo Soria.

While the contest is held in Paraguay under secrecy, excusing the binationality of the institution, on the Brazilian side it is customary to do the exams at the federal level, with wide competition, showing the stages of the process and the scores of the applicants.

Given this, the newly elected team must urgently sit down to work to prevent one last blow from being dealt, and the outgoing government must have sanity and stop this festival of apparently tailored charges.
