After publications of our newspaper of how they violate norms for massive incorporations of personnel in the Dinatran, readers and affected by a contest that they consider forged and addressed, sent to our media the complaint they presented to the Ministry of Public Administration. From the modality of collecting the curriculum to changing the evaluation agendas established to favor former officials and others, they appear in a devastating document signed by several alleged victims of the process.

After the publications of Nación Media brought to light the fact that the National Directorate of Transportation (Dinatran) hired only 8 officials through competitive examinationswhile another 50 were placed in the institution in the last five years maneuvering “positions of trust” and other “contracts by way of exception”, a group of applicants of these selection processes denounced that they were rigged to favor some.
The document is signed by five applicants and was presented to the Ministry of Public Administration (SFP) in June of this year. It details a series of alleged irregularities observed from the application process to the control of the final selection score.
“Violating decree No. 3,456, it was requested that the application be made with physical delivery of documents for the different positionsincluding the administrative one for people with disabilities”, says part of the document.
This change in the method of delivery of documents played a fundamental role in this selection process, since their registration was done manually by the officials of the institution, as detailed in the complaint. According to those affected, this change caused the number of registered applicants to be reduced, since several of those interested in registering had a limited time to carry out this process.
Similarly, a “loss of work days was generated for citizens who presented themselves with the hope of a better job. They went with limited permission and since they were not successful, they had to return the next day,” according to the complaint. This was a filter to exclude many interested in competing.
The complaint also states that in the evaluations the questions were changed. Questions were included that did not correspond to the material that appears as the agenda in the Paraguay Concursa portal. Of course, this meant that only those who were aware of these “tweaks” could answer such questions and deducted points from less fortunate stakeholders.
Those affected also denounce that it was not even necessary for the true applicants to attend to take the written test, since no control of the applicants’ documents was carried out at the site, which gave “openness so that any person can take another” .
“An error was noted in the correct score sheet that those in charge of selection used to correct the exams”, recounts part of the complaint.
All these facts served as support for the signatories of the complaint to indict Dinatran for a supposed direction of the contest in favor of those who were selectedamong whom are two former officials of the institution who submitted their resignations in December of last year, coincidentally the same month in which the call for competition was published.

The beneficiaries were Gabriel Osmar Barreto, former director of Passenger Transportation, and Fredi Alen Pérez, former private secretary. Both with director positions who entered the institution with this government.
The seriousness of the complaint speaks even of influence peddling in the contest process.
It is really alarming the way in which the Dinatran, in charge of the director Juan José Vidal, mocks the regulations of the Public Functionnot only incorporating personnel without competition right and left, but now also making fun of any trained professional who intends to enter the institution with rigged competitions to favor friends of the house.
