The organization of political prisoners also highlights that upon returning to democracy, the Uruguayan State adhered to the Inter-American Charter of Human Rights, through Law 15,737, and in a sovereign act accepted the jurisdiction of the Inter-American Court of Human Rights (IACHR). ).

In November of last year, said Court, in the sentence “Maidanick et al”, imposed on Uruguay, among other recommendations, the obligation to continue the search for the remains of the detained and disappeared Uruguayans.”

By provision of Law 19,822, the search for the Disappeared Detainees corresponds to the National Institution for Human Rights and the Ombudsman’s Office, which has delegated the conduct of the activities to doctors Mariana Mota and Wilder Tayler. “Both have carried out their work with solvency, commitment and responsibility,” remarks Crysol.

The collective values ​​and recognizes “highly the contribution” that the current government has been providing to the INDDHH. “Now we are writing to you to ask for your support so that both can continue to lead the task beyond the fact that Parliament did not renew their mandate as directors of the institution.”

Crysol also points out that, according to the commitments assumed by Uruguay, the forced disappearance of citizens is a “cruel and disgusting repressive practice of a permanent nature that continues to be committed until the remains of the people are found or the circumstances are fully elucidated.” .

“It is public and notorious that the people prosecuted and sentenced for serious human rights violations committed from 1968 onwards, who are in the Domingo Arena prison, in the Republican Guard and/or in house arrest, are those who know what happened. The evidence and indications in this regard are unquestionable”, expresses the group of former political prisoners in their letter to the president.

Likewise, the letter ensures that the State has the obligation, by mandate of the IACHR and its own commitment to human rights norms, to continue the search for the remains of the disappeared detainees. “We look forward to your full support for our initiative in this regard.”

Special Reparatory Pension

On the other hand, Crysol formally requests Lacalle Pou to send to Parliament, as soon as possible, a bill that allows all former political prisoners to collect their pensions and pensions, in addition to accessing the Special Reparatory Pension , as has been recommended by various UN Special Rapporteurs.

As stated in United Nations Resolution 60/147, “by complying with its reparation obligations with the victims and survivors of state terrorism, it cannot force them to renounce other legitimate rights to access said benefits,” they recall. .

Submitting to Parliament a bill that allows former political prisoners to collect their retirement benefits and pensions “will be an important contribution to the strengthening of democratic institutions and support for Human Rights standards, it will give prestige to the country and its President. It will be a very valuable contribution that the National Party will make to the process of affirming the Rule of Law”, says Crysol.

The organization recalls that since the democratic recovery, “all the initiatives of a reparatory nature towards the victims and survivors of the civic-military dictatorship were promoted by the Colorado Party and the Broad Front.” The letter bears the signature of Gastón Grisoni and Enrique Chalar, president and secretary of Crysol, respectively.
