The report “Analysis of Local Power”, by the independent Urnas Abiertas observatory, indicates that police chiefs occupy the third place with the greatest power in the municipalities of Nicaragua. The document explains that some of these people received this “power” as a “prize” for their participation in the repression against the population starting in 2018.
In the study, the population consulted mentions that the political secretaries and the mayors occupy the first two places in the exercise of power, while the deputy mayors and community leaders exercise it to a lesser extent, being perceived as “decorative figures” in the municipalities.
These three actors with the greatest power in the localities are the same ones that were worst evaluated by the citizens due to the arbitrariness with which they carry out their role, due to their political, repressive and anti-democratic nature against the majority of the population that is not close to the Sandinista government in the municipalities.

The study reveals that the police chiefs are in charge of the “repressive scaffolding in the territories.” “The population points out that paramilitary groups and shock forces were financed from the mayor’s offices in 2018, some are currently active,” criticizes Urnas Abiertas on its Twitter account when citing the report.
Other characters that were mentioned with some type of power or influence are public officials, deputies or national politicians and companies that operate in the territory and have collusion or power ties with the regime, according to citizen opinion.
Open Ballot Boxes emphasizes that Commissioner General Ramón Avellán, deputy director of the National Police, is the figure of repression most loyal to Sandinismo and that “his new rank within the armed forces was given after repressing the citizenry who protested in Masaya in 2018 ».
The document explains that the rupture of the democratic order, the perpetuity in power of Daniel Ortega, the co-optation of the State, the construction of a system of family government and crimes against humanity are the mechanisms in which the Nicaraguan regime generates control absolute politician.
