The mobilizations of July 27, 28 and 29 carried out by the relatives of victims of social protests to demand justice and punishment for those responsible for the Death of more than 40 people in the protests of December 2022 and January 2023, were considered a success because they fulfilled the objective of demanding justice and rejecting the government of Dina Boluarte and the Congress of the Republic. This was pointed out in a balance sheet made by the National Unitary Coordinator of Struggle (CNUL). However, they questioned the strong police intervention during the arrest of protesters, which was considered arbitrary.
On the other hand, regarding the violent action of the police, the lawyer Janet Marin Riveratold La República that on July 27 he was surprised to find at the intersection of Azángaro and Colmena the exact moment when Elias Buendia, fifth-cycle education student at the National University of Huancavelica, was arrested and handcuffed.
“He was being beaten by a police officer named Solari, a 1.80-meter-tall man who also intervened with Jean Carlos Ubilluz on January 4, 2023, and Solari was accused by Ubilluz that when he was being taken to the police station, this agent had hit him with the baton on the back of the neck and in the abdomen. This same police officer was beating the student Elías Buendía who was already handcuffed. So, these are things that worry us,” said the lawyer.
He also reported that on July 27 he was arrested Luis Noriegafrom Ancash and together with Elias Buendia, from Huancavelica, were taken to the Cotabambas police station and released the next day after the intervention of a lawyer. Luis Noriega left at approximately 10:00 in the morning, and Elías Buendía at approximately 6:00 in the afternoon.
Denounces cruel detention
Janet Marín said that due to the delay in the release of these people, a group of relatives of the victims of social protests began to protest in front of the Cotabambas police station, since it had been ordered 24 hours of detention to carry out the investigations, and those 24 hours had been completed by 1:00 p.m. on July 28.
“When people were protesting after five hours of the deadline, the police moved forward to remove the people from the place. That is how they arrested the young man Demetrio Evaristo, who suffers from mental retardation and schizophrenia“This person was not medicated, but he was handcuffed several times, each time he had to be taken to the bathroom or the cell,” he said.

He added that they also arrested Aldo Paredes and Jaquelin CcapchaThe three were taken to the Divassoc facility in Rímac in the early hours of the morning. Today, Tuesday, July 30, at 1:48 p.m., they were all released.
“They were arrested around 5:00 p.m. because they were demanding the release of the other people. There is no diligence when it comes to them. Congressman Roberto Sánchez had to come, since there was no justification for detaining these people for five more hours. Regarding the young man who has a mental illness, I want to point out the violence with which he was intervened, he was dragged from the track to the door of the police station, about 20 meters. That’s how they put him in, he is a young man who weighs no more than 55 kilos, it’s terrible.“, the lawyer questioned.
To Demetrio Evaristo Capcha, Jaqueline Capcha and Aldo Paredes, They have been charged with resisting authority and riotingAccording to the lawyer, this crime has not occurred because being framed can be avoided when the intervention is carried out in an irregular and arbitrary manner.
“These three people have been attacked simply for having exercised their right to protest against the late release of their compatriots,” he alleged.
At this time, there are no longer any arrests. Janet Marín said that those arrested on July 27 and 28 at the Alfonso Ugarte police station are now free. She said she was unaware of what had happened at other police stations.
