He Government has taken significant action by issuing a series of decrees forcing universities to reform expense reporting and prohibiting direct contracts. This decision, which involves the 62 houses of higher education in the country, has generated a great debate and has put transparency and the management of public resources in the university environment at the center of the discussion.
The measure of Government was announced through three decrees and a Decree of Necessity and Urgency (DNU), which establish that the billing of goods and services in universities must be carried out through platforms that depend on the Executive.
Among these platforms are COMPR.AR, CONTRAT.AR and the Integrated Internet Financial Information System (e-SIDIF), which seek to guarantee a more transparent and efficient use of public resources.
The main objective of these decrees is to reform the current economic and financial management system of public universities, as well as prohibit the signing of agreements and direct agreements without bidding or price verification.
This measure is part of the national government’s transparency policy, which seeks to ensure that all institutions financed with public funds are governed by unified standards and systems. One of the most notable points of this reform is the mandatory adoption of national electronic systems for purchasing and contracting management.
This includes the implementation of COMPR.AR and CONTRAT.AR, which are already used by 35 public universities, and the Integrated Internet Financial Information System (e-SIDIF), which will allow more efficient and secure administration of resources.
