The special team led by prosecutor Marita Barreto formalized a preliminary investigation and requested 36 months of preventive detention against four of the 14 investigated for irregular promotions in the National Police during the government of Pedro Castillo.
This measure was requested against the former PNP General Commander, Javier Gallardo, General Luis Legua, non-commissioned officer Jorge Tarrillo and the PNP Major (r) Luis Tuesta. All preliminarily detained.
In this new stage of the investigation, the Prosecutor’s Office included ex-presidential secretary Bruno Pacheco as investigated, the same person who pointed out Jorge Tarrillo, who was Castillo’s bodyguard, to be in charge of collect illicit money in 2021 of the then colonels seeking to be promoted to general.
The Public Ministry managed to establish that four PNP generals each gave US$20,000 to Tarrillo -which were actually for Castillo Terrones- in exchange for being promoted.
According to the investigation, those generals are Eginardo Pérez Chávez, Fredy del Carpio León, Edward Espinoza López and Enrique Goicochea Chunga.
It is also indicated that Generals Nicasio Zapata and Manuel Rivera López each delivered US$20,000 to the former head of state. through Walter Ayalawho was Minister of Defense, and that the amount was delivered between October 28 and November 19, 2021.
The officers Max García, Pedro Villanueva and Luis Legua each paid US$40,000, according to the tax hypothesis, through the largest PNP (r) Luis Tuesta and the businessman Óscar Monge. The amounts were required by Javier Gallardo, who provided the list of promotions to the former head of state.
yesterday, the Second Criminal Court of Appeals released Pedro Villanueva, Manuel Rivera, Nicasio Zapata and Óscar Mongewho were serving a preliminary ten-day detention.
