Due to the increase in protest demonstrations across the country against the government of the president Dina Boluartethe National Police has asked for the immediate purchase of a supply of 230,000 bombs and tear gas cartridges.
It has also requested 150,000 rounds of rubber shot, 50,000 propellant rounds, and 5,000 stun-flash grenades.
In total there are 665 thousand anti-riot items, according to the requirement of the Logistics Division of the National Policedocument to which he had access The Republic.
The figure represents 7 times more than the amount that the police acquired last December
“Given the current political and social situation that the country has been experiencing since December 7, 2022 (…), and given the serious alterations to public order that have been taking place in the different cities and localities of the country (…), it is VERY URGENT that the acquisition of riot control material in sufficient quantities is necessary, in order to timely provide said material to the different Police Units at the national level, which allows them to counter such situations and restore internal and public order. indicates the support of the police request.
The detail of the purchase of riot control material is as follows;
- 20 thousand grenades tear gas CS of a body.
- 50 thousand CS tear grenades of four bodies.
- 5 thousand roar and flash grenades.
- 60 thousand tear gas cartridges CS 37/38 mm caliber. simple.
- 100,000 37/38 mm caliber CS tear cartridges. triple.
- 50 thousand 12GA caliber propulsion cartridges.
- 150 thousand cartridges with shot rubber caliber 12GA.
This requirement of the Logistics Department was presented after the purchase of 31 thousand 615 cartridges and grenades with tear gas, apart from 2 thousand 355 rubber pellets, last December.
This time the contracts were made with the Brazilian company Cóndor Industria Química and the Peruvian Arms and Ammunition Factory (FAME), for a total of US$667 thousand or S/ 2 million 534 thousand (including cartridges, grenades and pellets).
The order for 160,000 tear gas cartridges far exceeds the 29,345 units purchased by the National Police at the end of December 2022. The requirement of 70,000 tear gas grenades is also much greater, compared to the 2 thousand 270 that were acquired on the same date.
In the same way, the PNP acquired 2 thousand 356 cartridges of rubber shot from FAME. This time he demands a supply of 150 thousand units.
In December 2022, the National Police directly contracted, without bidding, the Arms and Ammunition Factory (FAME), which depends on the National Fund for Financing State Business Activity (Fonafe). Despite the fact that FAME has breached a previous contract with the PNP, signed in July 2022, the police again signed an acquisition.
On July 20, 2022, the head of the PNP Logistics Division, Colonel Edgar Horna Moreno, and the general manager of FAME, Colonel EP Marco Vega Oliveros, signed a contract for 4 million 128 thousand 025 soles, for the following riot materials:
- 30 thousand tear gas cartridges CS 37/38 mm caliber. triple.
- 10 thousand 12 GA cartridges with rubber shot.
- 3 thousand propellant cartridges caliber 12 GA.
- 2 thousand 870 CS tear grenades of four bodies.
- 500 stun grenades.
According to the contract, FAME had 120 days to deliver the riot control products.
Police sources indicated that FAME alleges that “logistical unforeseen events” have delayed the supply of the purchased material.
delivery awaiting
In July 2022, the National Police paid 4.1 million to FAME for anti-riot products that it has not delivered to date. But in December the PNP rehired the state company.
