At first, Colonel Jorge Ramos’ Achievers promotion had only three vacancies. With this number, Ramos did not reach the next higher grade. However, providentially, by decision of Commander General Óscar Arriola, the positions for Achievers increased to five and thus Colonel Jorge Ramos Micalay was only able to achieve promotion.
In total, the government promoted the rank of general of the PNP 28 officers: 25 from Weapons and 3 from Services.
Of the total promoted, 4 come from the 1990 Pioneers Promotion; 4 of the Forjadores Promotion 1991; 4 of the 1992 Winners Promotion; 3 from the Aguerridos 1993 Promotion, 2 from the Justicieros 1994 Promotion; 5 of the Achievers Promotion 1995; 2 from the Honorable Class of 1996 and 1 from the Amautas Class of 1997.
In reality, the vacancies should have been distributed equitably as follows:
-Pioneros 1990 Promotion: 4 places.
-Forjadores Promotion 1991: 4 places.
-1992 Winners Promotion: 4 places.
-Aguerridos Promotion 1993: 3 places.
-Justicieros Promotion 1994: 3 places.
-Achievers Promotion 1995: 3 places.
-Honorable Promotion 1996: 3 places.
-Amautas 1997 Promotion: 1 place.

To give a place to his personal secretary, Colonel Jorge Ramos Micalay, General Óscar Arriola removed a vacancy from the 1994 and 1996 promotions and assigned them to Triunfadores 1995, of Jorge Ramos.
Among the colonels promoted to the rank of general is the head of the Anti-Kidnapping Division (DIVISE), Colonel PNP Franco Moreno Panta, number one in his 1992 Victors Promotion. Panta was decorated for distinguished action for having participated in the release of at least kidnappings among men, women and minors, between 2012 and 2025.

He has also been part of important leaders of organized crime and authorities linked to corruption and entertainment figures committed to crime.

In addition, the head of the Southern Police Division 1, PNP Colonel Daniel Jares Reyme, has been promoted; the head of the Chosica Police Division, PNP Colonel Virgilio Velásquez Hurtado, and Colonel Vladimir Gamarra Palacios, former personal secretary of the former PNP commander general, Víctor Zanabria Angulo.
They are joined by the head of the Investigation Division against Organized Crime (DIVINCCO), PNP Colonel José Cruz Chambar, and PNP Colonels Antonio La Madrid Aliaga, Ricardo Espinoza Cuestas, and Walter Ramos Gómez.
The list continues with the secretary of the Lima Police Region, PNP Colonel César Calero Cisneros, and his comrades in arms, Miguel Mestar Rebaza, Leonardo Ugaz Tapia and Manuel Centeno Rosales, from the class of 1991.
While from the 1993 class, PNP colonels Wilson Villalobos Olórtegui, José Gonzáles Quinteros and Alberto Villalobos Espíritu were promoted.
From the 1994 class, the head of the High Complexity Crime Investigation Division (DIVIAC), PNP Colonel Eric Ángeles Puente and Óscar Llanos Cárdenas were promoted

Víctor Revoredo promoted for distinguished action
At the time of going to press, sources from the Ministry of the Interior indicated that one of the officers promoted to the rank of PNP general is the head of the Extortion Investigation Division, Colonel Víctor Revoredo Farfán.
In the case of Colonel Revoredo, unlike his colleagues from the 1989 Integration class, he will be promoted for the distinguished cause of action.
In recent years, Colonel Revoredo has stood out as head of the Homicide Investigation Division and head of the Trujillo Criminal Investigation Division. For security reasons, Revoredo was transferred to Chile as a police attaché at the Peruvian embassy.
