Santo Domingo. – The Plenary of the Central Electoral Board (JCE) presented on Monday the recognized political parties, groups and movements before the electoral body, as well as members of the civil society and the media, the calendar of administrative activities and legal deadlines that will govern the electoral processes of 2024.
The presentation of the electoral calendar was held in a public audience in the Auditorium of the JCE headquarters, which was headed by the Plenary, made up of its president, Román Andrés Jáquez Liranzo; by the titular members Rafael Armando Vallejo, Dolores Fernández Sánchez, Patricia Lorenzo Paniagua and Samir Chami Isa, assisted by the general secretary, Sonne Beltré.
In the presence of the presidents, secretaries and delegates of the political organizations, as well as representatives of the academic area of the country, the president of the JCERomán Andrés Jáquez Liranzo, stressed that the institution makes available to society the calendar of administrative activities and legal deadlines 2024, which is intended to ensure that citizens and political parties, movements and groups have the necessary information for the process of 2024.
“Since November 2020, the members of this plenary session have initiated a set of decisions and actions of an institutional nature based on a model based on transparency, on the principle of legality and based on the institution’s strategic plan,” he said. Jaquez Liranzo.
He stated that one of the fundamental aspects that the calendar addresses is that related to electoral officials, in terms of training and education, as well as keeping the public informed at all times.
Regarding the electoral norm, he pointed out that the citizens will be able to appreciate, through the administrative electoral calendar and legal deadlines, all the measures arranged to update the regulations related to the different dependencies, and he took the opportunity to remind that the elections are held in the 2024, but they are paid in 2023.
“It must be made the caveat that the 2024 elections are organized and paid for in 2023, not in 2024,” emphasized Jáquez Liranzo, noting that the fact that the State thinks that the organization of the elections is a risk which are paid in 2024.
He added that “the budget that the JCE has presented is reasonable and prudent, but it must be executed in 2023, so that the 2024 elections can be organized.
“The JCE will not stop at the organizations of the 2024 elections and everything has been with time, which has been our slogan. The JCE has the constitutional function of doing so and has this commitment in the institutional framework. The JCE has in the effort of the Plenary, the commitment to organize fair, transparent and integral elections, ”he said.
He recalled that the JCE and the political parties, movements and organizations have met five times in a month in said scenario, debating issues for the organization of the upcoming process, so that each one, in their competence frameworks, is due to a people who will not forgive mistakes.
“That is why we are working with time together with the parties so that, in August 2024, we can hold fair elections with our heads held high and that the result is accepted by all: that is the commitment!”, he said.
Director of Elections explains composition of the calendar
While the director of Elections, Mario Núñez, proceeded to explain what was contemplated in the calendar, on which he pointed out that it will govern the organizations of the internal processes scheduled for 2023, as well as in the elections scheduled for 2024, which contemplates the presidential and congressional ones, including the choice of overseas deputies.
He explained that the documentary basis of the calendar, which was delivered to those present, is the Constitution of the Republic, which indicates the dates of the elections and positions to be elected, as well as the documentary support of the electoral laws.
“Similarly, our electoral calendar is supported by the JCE Strategic Plan, a set of activities that regulate the 2020-2024 management, as well as the General Election Plan,” specified Núñez.
Regarding the composition of the electoral calendar, he said that it has a segment dedicated to administrative activities, as well as legal deadlines, aspects related to the electoral roll and those related to information technology and computations.
The scheduled dates for the 2024 primaries, caucuses and elections
In relation to the dates of the electoral processes, the director of Elections reported that it contemplates that on October 1, 2023, the primaries of political parties, groups and movements will be held; and on October 29, the conventions and assemblies of the political organizations will take place.
He pointed out that, regarding the municipal elections, where mayors, councilors, directorates and vocals will be chosen, these will be held on February 18, 2023 and the presidential, senatorial, deputy and overseas deputies elections will be held on May 19, 2024.
In the event of a second round, if necessary, they would be taking place on June 30, 2024.
The presentation of the administrative electoral calendar and legal deadlines was attended by representatives of the different political parties, movements and groups recognized before the JCE, as well as members of civil society and representatives of the media.
