In the midst of a wave of criticism, the vice president and ex-president of the Legislative Assembly, David Choquehuanca, urged the president of Deputies, Omar Yujra, to once and for all call a chamber session to discuss the issue by time and matter, and also asked the presidents of the Senate and Deputies, send the lists of designated assembly members for the year-end recess commission.

The authority announced that it will call a session for the next Tuesday December 17. That is, parliamentarians still have three days – not counting the day of judicial elections – to meet, analyze and approve the PGE 2025, before Choquehuanca dictates a two-week vacation until January 2025.

Between claims and arguments

The second ordinary session of the Legislative Assembly of this administration, convened by Choquehuanca, concentrated on a single topic: demanding the treatment, in the session of Deputies, of the bill 003/2024-2025 of the General State Budget (PGE) 2025and ask Choquehuanca not to impose the recess without addressing the issue.

The authority defended itself and said that they, especially the deputies, They had all of November and December to discuss the bill and that it was no longer time to debate the issue.

However, throughout the session, and due to the sharp criticism of the legislators who counted the days that the project was on their desk before sending it to the presidency of Deputies, and the time it was retained in that office, the authority ended by exhorting Yujra to work and call a session for the PGE 2025.

“Taking advantage of this situation, I urge the president of the Chamber of Deputies (Omar Yujra) so that he can call (a session) in the shortest possible time. “We are on time, we can work Saturday, Sunday and assume our responsibility,” Choquehuanca demanded before ending yesterday’s session.

The authority added that just as in Deputies, the PGE 2025 project, It also has to be discussed in the Senate.

The main one mentioned was the president of Deputies Omar Yujra, and on whom criticism rained down for not calling a session, He was not present, Deysi Choque replaced himwho is the first vice president of this chamber.

The majority of the assembly members who asked to speak with a prior motion agreed in requesting that The recess is suspended to analyze and debate the PGE 2025.

“President, we are obliged, as a Legislative Assembly, to debate and what you have been doing since last year is blocking that possibility (…) desist from this trap, instruct the presidents of both chambers to call a session to discuss and debate,” said deputy Enrique Urquidi of the Citizen Community (CC).

In response, Choquehuanca said that Deputies and senators had November and December to deal with the PGE and since they did not do it, it was their “obligation” is to call a session to declare a year-end recess by constitutional rule.

“They had all the time necessary to discuss, not only the General Budget of the Nation, but also that of the seats and all the issues,” stated Choquehuanca.

About him seat redistribution projectdeputy Pablo Arizaga (CC) clarified that the issue The Constitution Commission of the 2023-2024 legislature has already discussedan instance that observed the project sent by the Supreme Electoral Tribunal. What remains now is to request the reinstatement of the project and put it on the agenda, a task that is in charge of the presidency of Deputies.

“There has to be a restructuring of single-member spaces and the adaptation of seats goes hand in hand with that. The TSE has not done it and when we asked them, they told us that they will only do it in March of next year (2025),” explained Arizaga.

However, Choquehuanca hopes that both chambers send their lists of assembly members for the recessa topic that will be defined in the session on Tuesday, December 17.
