Plan B will affect the access of vulnerable groups to Congress, says the INE

The National Electoral Institute (INE) assured that the plan B of the electoral reform imposes new obstacles to the representation of vulnerable groups (affirmative actions) by imposing limits on positions of popular representation, which would affect, for example, the nomination of members of the community of sexual diversity, the Afro-Mexican and indigenous population, people with disabilities, migrants and residents abroad.

Both in official information from the INE and in interviews and speeches by directors, the body affirms that the new regulation violates the principle of progressivity and non-discrimination defined in the first article of the Constitution.

Add that in the plan B excessive and limiting restrictions are established that reverse the progress made in terms of parity and affirmative action. The inclusion of these rules disables the possibility that groups in a situation of discrimination access legislative positions or, if they do, they have to be subject to party leadership decisions and not to precise norms..

The INE stressed that the reform proposal – whose legislative process is days away from concluding – indicates that national political parties must include at least 25 members of the indicated groups in their candidacies for deputies for both principles.

From reading this provision, the agency adds, it can be concluded that the number of possible applications (at least 25) would be less than that which took place in the 2020-2021 federal process, through which 65 people from the groups reached Congress. in reference.

Counselor Carla Humphrey warned that We are facing an imminent risk of a setback in human rights, political-electoral rights (and) the right to political participation of people in a situation of discrimination.

He added that the 25 spaces proposed do not have an argumentative analysis of the reason for that amount, which is not enough to advance political representation and access to the public scene for groups that are already at a disadvantage.

Meanwhile, the general council of the INE is getting ready to approve the constitutional origin of the PRI statutory changes in terms of political violence against women based on gender and the criteria to nominate 50 percent of candidates, after they were endorsed by the Commission of Prerogatives and Political Parties.

This commission gave the PRI six months to update its regulations and protocols in line with changes to its statutes, and ordered it to modify its declaration of principles and action program in the same areas no later than May 31.
