Taking into account that what is mandated in the electoral reform implies a process of integral organizational restructuring in the INE, the work on the preparation of Organization and Procedure Manuals, as well as Specific Organization Manuals, will be suspended until its new organic structure is defined and occupational.
What are the tasks of the Technical Committee?
Created by agreement of the General Council on March 3, one of the objectives of the Technical Committee is to identify the normative and administrative instruments of the Institute in which the corresponding adjustments will have to be made so that they are modified in a manner consistent with the electoral legal reform.
It must identify and adapt the regulations related to government propaganda, social communication, equity and impartiality in electoral processes; determine the administrative measures and adaptations that must be carried out, as well as calculate the cost that the organic and occupational restructuring of the Institute will imply.
Work must also be carried out on the execution of the works due to the provisions of the transitory articles of the Decree, analyzing their feasibility before the start of the 2024 electoral processes.
“The tasks of this Committee are to prepare the restructuring process of the INE, in accordance with Plan B. This includes seeing what we are going to do with the hardest parts, such as the cut in the Executive Boards or the integration of different areas “, said to Expansion the counselor Uuc-Kib Swords.
He comments that this work will represent the implementation of various guidelines and regulations that will have to be adapted to the new conditions.
In any case, he noted in an interview, this Technical Committee will be responsible for planning and directing the process of structural change from today until August 15.
The foregoing will be subject to what could be resolved by the new formation of the INE, with the arrival of its four new members.
Electoral reform, meets the principle of republican austerity
For his part, the deputy Mario Llergo clarifies that the issue of electoral reform approved by the Legislative Branch, meets the principle of Republican Austerity. “To that principle that this Council has not wanted to attend to.”

In its place, the Administration Commission is created with five directors.
“This is also contrary to the Constitution, which distinguishes between management bodies – of which, the one with the greatest responsibility is the General Council, where the electoral advisers are made up – and executive bodies. Likewise, the position of greatest responsibility of the INE, the presidency of the Council, is excluded from the Administration Commission”, warns an INE Report, prepared by the executive and technical areas at the central level, as well as by the delegation and sub-delegation bodies.
