The Piurans’ dream of having a world-class stadium, as promised at rallies by regional governor Luis Neyra, is increasingly fading. This has been confirmed by the Comptroller General of the Republic through the concurrent control report 101-2025-OCI/5349-SCC, which holds the regional entity responsible for “not having complied with the absolution of consultations in accordance with the deadlines of current regulations, generating the stoppage of work and thus the suspension of the contractual term.”

The project, valued at more than S/ 200 million and promoted as one of the legacies of Governor Luis Neyra’s management, is currently paralyzed since November 3, as we reported. The queries that the Regional Government of Piura did not respond to, according to the Comptroller’s Office, refer “to deficiencies in the technical file linked to Architecture and Structures items.”
“It has been possible to identify that there is a difference between the field survey and the proposed one, so it is recommended to make the respective modifications so that they can be aligned based on the location of the structures resulting from the layout. However, it is necessary that the designer be given the digital file of this superposition to be able to evaluate in more detail and opt for an ideal solution while maintaining the approved design in the technical file.”
However, the Comptroller’s Office warns that “after 37 calendar days, the Entity has not yet issued its response regarding the interference.” Likewise, regarding the queries made by the contractor about the need to demolish all the existing stands, the Comptroller’s Office points out that “until the suspension of the Work’s deadline with Record of Suspension of the Work Execution Deadline No. 1 of November 18, 2025, the Entity would not have issued any statement, exceeding the deadline for absolving queries by 9 calendar days.”

Other revelations from the Comptroller’s Office are that the Regional Government of Piura has already paid S/ 4.9 million to the contractor Consorcio EPiura (made up of the Colombian branch TECA Ingeniería SAS and R & G Contratistas SCRL). However, the Work has an execution of 1.64% progress completed; However, the scheduled work progress is 17.66%; Therefore, there is a delay of 16.19%, indicates the Comptroller’s Office.
The most serious thing is that, on November 26, 2025, the Regional Government of Piura, through the resolution of the Regional Administration Office 542-2025, approved the settlement of the contract with the designer and person responsible for the pre-investment study and technical file executed by Consorcio Alfa 360, whose owner is the architect Samuel Pineda. However, the latter was accused of being responsible for a defective file.
In this resolution, it is also recorded that a penalty of almost 37 thousand was applied to Pineda for unjustified delay. However, the consultant said that the Regional Government of Piura also partially canceled the contract, which would make said matrix document outdated and the project would be delayed between 6 months and a year.
