The Institutional Control Body (OCI) of the District Municipality of Castilla detected construction deficiencies in the improvement work on Corpac Avenue, valued at more than 2 million 108 thousand soles, despite the fact that the district municipality received the work.
The most serious thing of all is that the technical deficiencies would not only be detrimental to the State due to the cost of their repair, but would also imply a risk to the safety of drivers who use the aforementioned road.
According to the audit report for control milestone No. 029-2024, the work was carried out by Constructora FISA and was completed on June 30. This was followed by the entire process of reception and delivery to the provincial municipality on August 13.
The auditors were greatly surprised during their visit on August 8 when they noticed that the work they had received still had serious construction flaws.

On the rigid pavement, premature wear of the rolling surface (surface polishing) and the presence of cracks in the concrete slabs were observed. “From what was observed, the presence of cracks can cause accelerated wear of the pavement, in addition, the excessively smooth rolling surface due to the effect of the polishing of the aggregates that compose it reduces the adhesion of vehicle tires considerably; this decrease in friction or resistance to slipping can reach levels of risk for traffic safety,” says the report.
On the other hand, the ramps for people in wheelchairs have a poor finish and high slopes that differ from what is recommended by the technical standard and what is stipulated in the technical file plans.
The control commission also verified on August 8 that the metal grates of the storm drain were deformed and deteriorated in the manhole covers. The list of deficiencies continues with the poor finish in the installation of electrical panels and sealing problems in the placement of paving stones.

“The situation described above would allow for the acceptance of work to be carried out in an inadequate manner, accepting poorly executed work, affecting the safety of users’ transit,” the report states.
On the other hand, the Comptroller’s team also detected damage to the property of third parties during the execution of the work that was not repaired and that could generate compensation payments.
This involves damage to the concrete covers of the drainage manholes, the lower part of the façade of the IE 033 Santa María de Guadalupe, partial destruction of the façade of the Castilla police station and the perimeter fence of the Niño Jesús de Praga parish school. Let us remember that in this work, the contractor was fined for not completing the work in the stipulated time.
