The Federal Police (PF) defined the security action plan for the 30th United Nations Conference on Climate Change (COP30), which will take place between November 10th and 21st, in Belém. IStarted on October 1st in the capital of Pará, the corporation’s actions aim to guarantee the protection of a record number of international delegations and, at the same time, ensure the exercise of freedom of expression.
Axes of action
The PF’s planning in the face of security and logistical challenges for COP 30 focuses on three axes:
1. diplomacy and delegation record: The complexity of the climate agenda and the expectation of a record number of delegations with antagonistic views require an adapted and special security scheme for authorities and intense geopolitical coordination.
2. Reinforced logistics: covers strengthening immigration, inspection of ports (such as Outeiro, which will receive cruise ships) and airport security, including action at the Belém Air Base, where authorities from different countries will arrive on Brazilian territory;
3. freedom of expression: The Belém conference will be a central stage for the free manifestation of indigenous peoples and social movements. The Federal Police will act to protect participants, establish perimeters and guarantee “harmonious coexistence” between social segments, without harming the regular functioning of the city.
Police force
To face the complexity of the event, the Federal Police has already recruited approximately 1,200 employees, including police and administrative staff.
The security scheme also includes the employment of dedicated teams at the airport and the Port of Outeiro, with daily activities, in addition to investigative capabilities to prevent cybercrime and terrorism. The structure also involves sweeps and anti-bomb countermeasures.
Free debate
In the internationally visible event, the police institution explains that the conference – held for the first time in the Brazilian Amazon – will come after editions held in countries with greater restrictions on civil liberties.
“The PF highlights that Brazil has consolidated itself as the main stage in the last five years for the free expression of indigenous peoples”, says the entity’s note.
The host cities of the last United Nations Climate Change Conferences (COP) were:
· in 2024, Baku, Azerbaijan, hosted COP29;
· in 2023, Dubai, in the United Arab Emirates, hosted COP28;
· in 2022, Sharm el-Sheikh, in Egypt, hosted COP27;
· in 2021, Glasgow, Scotland, hosted COP26.
COP Village
Keeping an eye on the importance of the presence and knowledge of traditional peoples in climate negotiations, the Brazilian government also organized a “COP Village” to welcome indigenous peoples from Brazil and around the world during COP30.
The total area of 72,695 m², with a built area of 14,903.81 m², was set up at the Federal University of Pará. Since September, the space has been used for camping and cultural, political and spiritual activities.
The estimate is that 3,000 indigenous people will be staying there during the international event.
Aldeia COP is coordinated by the Ministry of Indigenous Peoples, in partnership with the Articulation of Indigenous Peoples of Brazil (Apib), the Coordination of Indigenous Organizations of the Brazilian Amazon (COIAB) and the Federation of Indigenous Peoples of Pará (Fepipa).
