Petroperu announced that it will begin a second call for the hiring of the Comprehensive Transformation Service, after the first international process was declared void.
The decision was made official through Communiqué No. 040-2025, issued on November 10, in which the company details that the new contest will open during the fortnight of November and must conclude without extensions in the third week of December.
The Comprehensive Transformation Service is part of the package of strategic measures that the state oil company committed to implementing as part of its restructuring process.
This plan seeks to ensure the financial and operational sustainability of the entity after the serious debt and management problems registered in recent years.
The first call, corresponding to the International Competition Process No. PCI-002-2025-OFP, had been launched on September 26. However, after the technical and economic evaluation of the proposals received, the result was unfavorable: of the five offers presented, four were disqualified for not meeting the technical requirements demanded in the contest rules.
The bases established that applicant companies must demonstrate specific experience in debt structuring and restructuring operations, negotiation with creditors and management transformation in companies in the hydrocarbons and energy sector. Likewise, a proven track record was requested in the design and implementation of reorganization and operational improvement processes in state entities.
The only company that did meet the technical criteria was finally discarded for economic reasons, since its proposal exceeded the estimated reference amount (MER) established by Petroperú by 17%. Given this situation, the call was declared void on November 7.
