The Peruvian Hydrocarbons Society (SPH) called to guarantee transparency and free competition in the bidding process for oil lots I and VI in Talara. Through a statement, the union highlighted the need for this process to be developed in a fair, equitable manner and under the current legal framework.
The SPH statement arises in response to the statements of the president of Petroperú, Alejandro Narváez, who raised the continuity of the management of lots I, VI and Z-69 by the state company.
“We emphasize the importance of guaranteeing transparency and free competition in the awarding of the same,” the SPH indicated in its statement. According to the Constitution and the Organic Law of Hydrocarbons, both public and private companies must operate under the same legal and regulatory conditions.
The SPH stressed that the allocation of the lots must be carried out through open public bidding, aimed at national and international bidders, in order to ensure the best technical, economic and social proposals. In addition, he highlighted the importance of any interested operator, including Petroperú, going through a rigorous legal, technical and economic evaluation process, to guarantee efficient and sustainable management of resources.
Confidence in the sector
The union warned that the direct assignment of lots I and VI to Petroperú, without a competitive process, would affect free competition, legal security and market predictability, essential aspects to attract investments and generate confidence in the sector. The SPH emphasized that equal competition fosters better economic outcomes and promotes the development of technologies that benefit the country.
It should be remembered that lots I and VI were temporarily assigned to Petroperú for a period of two years due to the lack of time to organize a tender at the time. However, the SPH pointed out that this exceptional measure should not become a precedent to ignore the rules of free competition established by law.
“We reiterate our commitment to a competitive, transparent hydrocarbon sector aligned with the best international practices and we call on the corresponding authorities to guarantee that the processes for awarding oil lots in the country respect the principles of equality, justice and free competition” concluded Felipe Cantuarias, president of the SPH.
