You numbers do not take into account the inflation of the period. Considered the country’s official inflation, the Broad National Consumer Price Index (IPCA), determined by the Brazilian Institute of Geography and Statistics (IBGE), marked 5.35% in the accumulated 12 months before June 2025.

The total amount includes taxes (taxes and contributions), which are destined to the Union, states and municipalities, and so -called governmental appearances. These appearances are basically royalties for the exploration of oil and special participation (PE) – an extraordinary financial compensation charged with large production fields.

Petrobras details that the Union directly received R $ 77.1 billion, being R $ 45.3 billion in federal taxes and R $ 31.8 billion in governmental appearances. Part of the total amount is redistributed by the government to states and municipalities.

According to the state -owned company, the amount of the first semester corresponds to 5.4% of all federal collection and represents a reduction of 11.9% compared to the paid in the same period as 2024.

The company explains that the fall was felt in the collection of taxes on profit (IRPJ and CSLL) and revenues (PIS and COFINS).

The total paid in government participation rose 3% in the annual comparison.

States

Regarding the collection by the states, Petrobras contributed R $ 53.6 billion, which represents 12% of the collection of federative units. That value is 7.8% higher than paid in the first half of 2024justified by increasing the collection of tax on the circulation of goods and services (ICMS) VALUE ON FEBRUARY 1.

The companion points out that, in 20 federation units, it represents more than 10% of ICMS collection.

  • 2) Minas Gerais: R $ 7.3 million
  • 3rd) Rio de Janeiro: R $ 4.3 million
  • 4th) Rio Grande do Sul: R $ 4.3 million
  • 5th) Paraná: R $ 3.3 million

Although Mato Grosso do Sul is the ninth state in Petrobras, with R $ 2.6 million, the state has more than half of the collection from the state’s state coffers.

The state of Sao Paulo, champion of collection, has only 10.2% of its revenue from Petrobras.

Brazilian municipalities received R $ 1 billion in the first half of 2025, practically everything in Services Tax (ISS) and Urban Property Tax (IPTU). In the same period of 2024 it was R $ 0.7 billion.
