Through its website, the Ministry of Finance published for comments a draft decree with which it seeks to establish the rules and conditions for the creation of a line of credit to promote the tourism sector in Colombia. in accordance with the government commitments of President Gustavo Petro.
This regulation, which specifically proposes the creation of an opportunity “rediscount with a compensated rate destined to finance tourism services in Colombia”, will be carried out hand in hand with the Financiera de Desarrollo Territorial SA (Findeter), arguing that this entity aims to support regional and urban development through the financing of projects.

In this way, they intend to leverage Findeter’s capabilities to create lines of credit with compensated rates, as long as the resources come from the Nation or public and private entities and thus guarantee that the financing granted has economic support that allows its sustainability in time, promoting tourism projects at the local and regional level.
Specifically, what is sought is to add an article to the Single Regulatory Regulation of the Treasury and Public Credit Sector to allocate resources to a “rediscount line of credit with compensated rate intended to finance tourism services in Colombia”, for an amount of up to $200,000 million, according to budget availability.

“The amount for compensation of the interest rate of the rediscount line of credit with compensated rate referred to in this Chapter will be made from the budget appropriations established in Decree No. 2295 of December 29, 2023, by which the General Budget of the Nation was liquidated for the fiscal period of 2024”says the draft decree.
In this sense, the Minhacienda explained that in the budget accountsThis year there is an allocation of $496,000 million, for “Contributions to Findeter – subsidies for credit operations in authorized uses sole paragraph numeral 3 art. 270 of the Organic Statute of the Financial System”, which can be used to comply with the achievement of the money.

Likewise, the Government highlighted that the National Development Plan 2022-2026 establishes that the financial company, as part of the Bicentenario Group, will support the promotion of tourism through financial instruments that encourage investment and working capital, in order to boost the sector and promote economic growth in the regions to bet on environmentally friendly economic growth engines.
Regarding the money that will be required in the future, he maintains that For the period 2025, resources have been considered to be included in the General Budget of the Nation for said period, worth $657,192 million under the same concept as for 2024. “of which the corresponding amount will be used proportionally to offset the interest rate of the disbursements generated during this period”.
